摘要

一個國家的行政術語理論上只約束自己的行政體系。然而,在高度全球化的科技產業中,術語的影響範圍不一定停留於法律管轄邊界。

如果某個國家同時在:

  • 前沿模型;
  • 晶片與算力;
  • 雲端服務;
  • API;
  • 開源生態;
  • 頂級企業;
  • 學術出版;
  • 技術媒體;
  • 標準制定;
  • 國際外交;

等多個節點具有高度中心性,那麼它所採用的科技術語,就可能沿著技術、制度與知識供應鏈向其他國家擴散。

本文將此稱為:

Terminological Export through Technological Centrality — TETC\boxed{ \textbf{Terminological Export through Technological Centrality — TETC} }

Terminological export≠terminological sovereignty transfer.\boxed{ \text{Terminological export} \neq \text{terminological sovereignty transfer}. }

美國可以輸出詞彙、提高其可見度、使其他國家的研究者被迫理解與對譯,但其他語言共同體仍可保留自己的分類系統。

本文進一步分析四種主要輸出渠道:

Platform Centrality+Knowledge Centrality+Standards Centrality+Diplomatic Centrality.\text{Platform Centrality} + \text{Knowledge Centrality} + \text{Standards Centrality} + \text{Diplomatic Centrality}.

並提出「翻譯再放大」、「專業配合採用」、「跨語言語義漂移」與「術語依賴」等機制。本文最終主張:全球科技治理需要的不是禁止任何國家創造新詞,而是建立跨語言語義主權與概念 crosswalk,使:

global interoperability\text{global interoperability}

不必以:

global semantic homogenization\text{global semantic homogenization}

為代價。

1. 法律邊界與語義邊界不是同一條線

一項美國行政命令的法律效力主要存在於美國行政體系內。

因此:

Jurisdiction(EOUS)⊆US Executive.Jurisdiction(EO_{US}) \subseteq \text{US Executive}.

它不能直接命令:

  • 歐盟;
  • 中國;
  • 日本;
  • 台灣;
  • 印度;
  • 國際學術期刊;
  • 全球開源社群;

共同改詞。

所以從法權上:

US Terminology≠Global Terminology.\boxed{ \text{US Terminology} \neq \text{Global Terminology}. }

但語言的擴散不需要法律效力。

它只需要:

Exposure,Utility,Coordination,Prestige,Dependency.\text{Exposure}, \text{Utility}, \text{Coordination}, \text{Prestige}, \text{Dependency}.

因此:

LegalReach\text{LegalReach}

與:

SemanticReach\text{SemanticReach}

必須分開。

可能存在:

LegalReach≪SemanticReach.LegalReach\ll SemanticReach.

這正是全球科技語言最重要的結構之一。

2. 科技中心性如何轉化為語言中心性

如果一個國家在某項技術中高度中心化,它就會生產大量:

PrimaryTechnicalText.\text{PrimaryTechnicalText}.

包括:

  • API 文件;
  • SDK;
  • 模型卡;
  • 研究論文;
  • benchmark;
  • 安全框架;
  • 工程文件;
  • 採購規範;
  • 產業新聞;
  • 政策報告。

令:

Kc=knowledge centrality,K_c = \text{knowledge centrality}, Pc=platform centrality,P_c = \text{platform centrality}, Sc=standards centrality,S_c = \text{standards centrality}, Dc=diplomatic centrality.D_c = \text{diplomatic centrality}.

則一個術語的國際擴散能力可粗略表示為:

ET=f(Kc,Pc,Sc,Dc).E_T = f( K_c, P_c, S_c, D_c ).

當四者同時較高:

ET↑.E_T\uparrow.

所以國際語義影響力未必來自:

「大家都同意這個詞比較正確。」

它也可能來自:

「大量必須閱讀、調用、引用與對接的技術文本都使用這個詞。」

這就是:

Terminological power by infrastructural centrality.\boxed{ \text{Terminological power by infrastructural centrality}. }

3. 第一條路徑:平台中心性

全球開發者若大量依賴:

  • 美國模型供應商;
  • 美國雲端平台;
  • 美國 API;
  • 美國晶片生態;
  • 美國開發工具;

那麼:

Vocabulary(platform)Vocabulary(platform)

會透過介面直接進入全球工程語言。

例如若官方 API 文件逐步使用:

SI model,\text{SI model}, SI agent,\text{SI agent}, SI safety,\text{SI safety},

開發者即使不認同命名,也必須理解。

此時:

ConceptualAgreement=0ConceptualAgreement=0

仍可與:

OperationalAdoption=1OperationalAdoption=1

同時成立。

本文稱之為:

Operational Lexical Adoption\boxed{ \textbf{Operational Lexical Adoption} }

即「操作性詞彙採用」。

4. 第二條路徑:知識中心性

學術與技術知識具有高度引用網路。

如果大量高可見度文本採用某詞:

CitationNetwork\text{CitationNetwork}

就會增加該詞的:

Visibility\text{Visibility}

與:

Retrievability.\text{Retrievability}.

例如研究者為了能被搜尋到,可能在標題、摘要或關鍵詞中加入:

SI.SI.

即使正文仍區分:

AIAI

與:

superintelligence.\text{superintelligence}.

因此可能出現:

Search-driven lexical accommodation.\boxed{ \text{Search-driven lexical accommodation}. }

這不是理論同意。

而是資訊檢索環境對語言的選擇壓力。

5. 第三條路徑:標準中心性

標準比新聞更有語義黏著力。

因為標準會進入:

  • 合規;
  • 測量;
  • 測試;
  • 供應鏈;
  • 認證;
  • 採購;
  • 安全要求。

若:

StandardTerm=SI,StandardTerm=SI,

與其互操作的組織可能需要建立:

LocalTerm↔SI.\text{LocalTerm} \leftrightarrow SI.

crosswalk。

當 crosswalk 使用足夠頻繁:

SISI

就可能由外部詞變成內部詞。

因此:

Standards can export vocabulary without exporting law.\boxed{ \text{Standards can export vocabulary without exporting law.} }

這是全球科技治理中特別重要的一種軟擴散。

6. 第四條路徑:外交中心性

2026 年 9 月的中美互動已提供一個非常清楚的案例。

美國白宮的 Fact Sheet 表示:

雙方同意使用「super intelligence」而不是「artificial intelligence」描述相關新興技術。

同一份美方文件將後續機制命名為:

U.S.-China Super Intelligence Dialogue.\text{U.S.-China Super Intelligence Dialogue}.

但中方公開文本仍稱:

中美人工智能對話.\text{中美人工智能對話}.

中國外交部 9 月 26 日被直接問到:

美方使用「超級智能」代替「人工智能」,中方有何評論?

中方回答的核心是:

重視美方立場,也尊重美方提法;各方可以隨技術發展加強交流、尋求共識。

這是一個非常值得研究的語義邊界案例。

美方文本:

Dialogue=SI.Dialogue=SI.

中方文本:

Dialogue=AI.Dialogue=AI.

制度機制可以是同一個,

但名稱不必相同。

因此:

InstitutionalAgreement⇏TerminologicalAgreement.\boxed{ \text{InstitutionalAgreement} \not\Rightarrow \text{TerminologicalAgreement}. }

7. 同一個外交機制可以存在兩套名稱

這個案例證明了一個重要現象:

EntitysameEntity_{same}

可以同時存在:

NameUS=SI,Name_{US}=SI, NameCN=AI.Name_{CN}=AI.

因此全球治理不一定需要:

SingleGlobalToken.\text{SingleGlobalToken}.

真正需要的是:

SemanticCrosswalk.\text{SemanticCrosswalk}.

即:

SIUS−policy↔AICN−policy.SI_{US-policy} \leftrightarrow AI_{CN-policy}.

只要雙方清楚:

Referent\text{Referent}

與:

Definition\text{Definition}

如何對應,就可以保持互操作。

這比強迫所有語言接受同一個詞更穩定。

8. 中國研究圈已開始建立「政治 SI」與「學術 SI」的防火牆

2026 年 9 月 30 日,智源社區刊載、署名來源為清華大學人工智能國際治理研究院的分析文章,明確指出:

SIUSSI_{US}

首先是一項:

PoliticalCommunication+PolicyNaming.\text{PoliticalCommunication} + \text{PolicyNaming}.

文章同時警告:

SIUS−policy≠ASIacademicSI_{US-policy} \neq ASI_{academic}

不能因美方使用 SI,就直接認為中美已經形成共同的「超級智能」能力標準。

這是一個重要的概念防火牆。

因為它保留:

Political label≠technical fact.\boxed{ \text{Political label} \neq \text{technical fact}. }

也顯示術語輸出並不等於被動接受。

其他知識共同體可以:

Import(Token)Import(Token)

但:

Reject(Definition).Reject(Definition).

9. 術語輸出有三種不同程度

本文區分:

Level 1 — Recognition

Recognize(SI)=1.Recognize(SI)=1.

知道美方所說的 SI 是什麼。

Level 2 — Accommodation

Use(SI)Use(SI)

為了討論美國政策、對接文件或方便讀者理解而使用。

Level 3 — Internalization

DefaultCategory=SI.DefaultCategory=SI.

本地語言本身開始把 SI 當成母類名稱。

三者不能混為一談。

因此:

Recognition≠Accommodation≠Internalization.\boxed{ \text{Recognition} \neq \text{Accommodation} \neq \text{Internalization}. }

看到教授、媒體或研究機構開始寫 SI,並不能僅由一次使用判斷其已接受整套本體分類。

但:

Accommodation\text{Accommodation}

若反覆發生,

確實可能提高:

Internalization\text{Internalization}

的長期概率。

10. 從「配合翻譯」到「本地常態」

語義內化可能經過:

ForeignTerm\text{ForeignTerm} ⇓\Downarrow QuotedTerm\text{QuotedTerm} ⇓\Downarrow TranslatedTerm\text{TranslatedTerm} ⇓\Downarrow ProfessionalTerm\text{ProfessionalTerm} ⇓\Downarrow DefaultTerm.\text{DefaultTerm}.

例如:

第一階段:

美國政府所稱的「Super Intelligence(SI)」。

第二階段:

「超級智能(SI)」。

第三階段:

SI。

第四階段:

SI 系統。

限定語逐步消失。

本文稱此為:

Qualifier Erosion\boxed{ \textbf{Qualifier Erosion} }

即「限定語侵蝕」。

11. 翻譯不是透明管道

英文:

Super Intelligence\text{Super Intelligence}

翻成中文:

超級智能.超級智能.

看似直接。

但:

MeaningEN≠MeaningZHMeaning_{EN} \neq Meaning_{ZH}

完全相同並不是必然。

「Super」在英語中的語感可能包括:

  • above;
  • exceptional;
  • large-scale;
  • enhanced。

而中文「超級」又可能帶有:

  • 戰力位階;
  • 商業宣傳;
  • 等級;
  • 超越普通;
  • 科幻式高階存在;

等額外聯想。

所以:

Translation\text{Translation}

可能造成:

Semantic Re-Amplification.\boxed{ \textbf{Semantic Re-Amplification}. }

即:

原始語言中的位階暗示,在另一種語言裡可能被放大、縮小或改變方向。

12. 翻譯再放大的形式

設原詞的語義強度:

Ssource.S_{source}.

翻譯後:

Starget.S_{target}.

定義:

ρT=StargetSsource\boxed{ \rho_T = \frac{S_{target}}{S_{source}} }

稱為:

Translation Amplification Ratio

「翻譯放大比」。

若:

ρT>1,\rho_T>1,

表示目標語言的詞比來源詞帶有更強的位階或情緒暗示。

若:

ρT<1,\rho_T<1,

則被弱化。

因此:

Super Intelligence→超級智能\text{Super Intelligence} \rightarrow 超級智能

不應被假設為:

ρT=1.\rho_T=1.

這是一個可由跨語言心理實驗檢驗的問題。

13. 全球科技英語的非對稱結構

現代科技並不是語言對稱市場。

大量技術成果首先以:

English\text{English}

發布。

因此其他語言共同體經常面對:

EnglishTerm→LocalTranslation.\text{EnglishTerm} \rightarrow \text{LocalTranslation}.

而比較少:

LocalTerm→EnglishStandard.\text{LocalTerm} \rightarrow \text{EnglishStandard}.

這會造成:

Lexical Import Asymmetry\boxed{ \textbf{Lexical Import Asymmetry} }

即「詞彙輸入不對稱」。

當前沿科技又高度集中於英語環境時:

LexicalImportAsymmetry↑.LexicalImportAsymmetry\uparrow.

因此美國行政詞彙即使沒有全球法律權力,也可能享有:

first−mover semantic advantage.first-mover\ semantic\ advantage.

14. 科技霸權不是單一政治概念,而是多層中心性

本文標題使用「科技霸權」,但需要精確化。

這裡不把:

Hegemony\text{Hegemony}

簡化成政治支配。

本文使用的是更結構性的概念:

Technological Semantic Hegemony\boxed{ \textbf{Technological Semantic Hegemony} }

即:

某個科技生態因在平台、知識、標準、資本與基礎設施中具有高度中心性,使其術語更容易成為其他共同體不得不理解、引用或對接的語言。

因此:

HT=f(Platform,Knowledge,Standards,Capital,Infrastructure,Diplomacy).H_T = f( \text{Platform}, \text{Knowledge}, \text{Standards}, \text{Capital}, \text{Infrastructure}, \text{Diplomacy} ).

它可以存在,而不代表其他國家失去語言自主權。

15. 術語依賴

如果一個研究者為了:

  • 找論文;
  • 申請 grant;
  • 使用 API;
  • 閱讀標準;
  • 參與國際會議;
  • 與企業合作;

必須搜尋:

SI,SI,

那麼即使他仍偏好:

AI,AI,

也已經形成:

Terminological Dependency.\boxed{ \textbf{Terminological Dependency}. }

即:

你不一定相信這個詞,但你必須知道並使用它,才能有效進入相關知識與制度網絡。

這種依賴會提高:

UsageFrequency(SI).UsageFrequency(SI).

使用頻率又會反過來提高:

Familiarity(SI).Familiarity(SI).

16. 熟悉度可能被誤認為自然性

若:

Familiarity↑,Familiarity\uparrow,

人們可能逐步覺得:

Naturalness↑.Naturalness\uparrow.

也就是:

聽久了就不像一個有爭議的新詞。

因此:

Exposure→Familiarity→PerceivedNaturalness.\boxed{ \text{Exposure} \rightarrow \text{Familiarity} \rightarrow \text{PerceivedNaturalness}. }

這不表示所有人都會如此。

但制度與媒體高頻曝光會降低:

Novelty.\text{Novelty}.

而語義爭議往往在:

Novelty↓Novelty\downarrow

後失去公共注意力。

17. 跨國媒體是第二層翻譯器

美國政府說:

SI.SI.

中國媒體可能報導:

特朗普將 AI 改稱「超級智能」。

第一輪仍保留:

Attribution.\text{Attribution}.

但後續媒體為了簡潔可能直接寫:

SI 產業; SI 競爭; SI 時代。

於是:

Attribution↓.Attribution\downarrow.

這就是:

Attribution Decay.\boxed{ \textbf{Attribution Decay}. }

當來源標記消失,

外來政治術語便可能逐步看起來像本地自然術語。

18. 學術界的風險不是「被洗腦」,而是協調成本

學者不是被動接受者。

更現實的機制是:

CoordinationCost.\text{CoordinationCost}.

如果美國政策、基金、會議與企業大量使用 SI,

研究者可能為了避免:

TerminologyMismatch\text{TerminologyMismatch}

而採用:

AI/SI.AI/SI.

這是理性的協調。

問題是:

Coordination\text{Coordination}

長期可能產生:

Convention.\text{Convention}.

因此:

Semantic convergence can emerge from coordination without persuasion.\boxed{ \text{Semantic convergence can emerge from coordination without persuasion.} }

這比「某國成功說服全球」更準確。

19. 國際標準需要 crosswalk,而不是單向服從

面對:

AIEU,AI_{EU}, AICN,AI_{CN}, SIUS,SI_{US},

理想做法不是:

Everyone→SIUS.Everyone\rightarrow SI_{US}.

也不是:

Everyone→AICN.Everyone\rightarrow AI_{CN}.

而是建立:

Semantic Crosswalk Layer.\boxed{ \textbf{Semantic Crosswalk Layer}. }

例如:

TermUS↔TermEU↔TermCN↔TermJP.Term_{US} \leftrightarrow Term_{EU} \leftrightarrow Term_{CN} \leftrightarrow Term_{JP}.

並標註:

  • 法律定義;
  • 技術範圍;
  • 能力門檻;
  • 時間版本;
  • 適用文件;
  • 例外條件。

這樣:

Interoperability↑Interoperability\uparrow

但:

SemanticSovereignty\text{SemanticSovereignty}

仍被保留。

20. 語義主權

本文提出:

Semantic Sovereignty\boxed{ \textbf{Semantic Sovereignty} }

其含義不是:

每個國家都應創造完全不同的科技詞。

而是:

每個知識共同體應保有檢查、翻譯、拒絕或重新定義外來分類的能力,不因平台依賴或外交壓力就自動接受其全部本體假設。

形式上:

Import(Token)⇏Import(Ontology).Import(Token) \not\Rightarrow Import(Ontology).

這一句非常重要。

你可以使用:

SISI

與美國政府溝通,

但仍然保留:

AIAI

作為本地技術母類。

21. 全球化不必等於語義同質化

全球技術需要:

Interoperability.\text{Interoperability}.

但 interoperability 不等於:

UniformVocabulary.\text{UniformVocabulary}.

例如:

DefinitionA↔DefinitionBDefinition_A \leftrightarrow Definition_B

可以透過映射互操作。

因此:

GlobalCoordination≠GlobalSemanticHomogenization.\boxed{ \text{GlobalCoordination} \neq \text{GlobalSemanticHomogenization}. }

這對 AI 特別重要。

因為智能涉及:

  • 科學分類;
  • 法律;
  • 倫理;
  • 哲學;
  • 文化;
  • 宗教;
  • 人類自我理解。

它不是單純工程元件名稱。

22. 企業跟進會大幅改變擴散速度

截至 2026 年 10 月 4 日,Reuters 報導 Elon Musk 表示 SpaceX 將把其 AI 品牌從:

SpaceXAI\text{SpaceXAI}

改為:

SpaceXSI.\text{SpaceXSI}.

這是重要訊號。

因為語義輸出鏈不再只是:

Government→Government.Government\rightarrow Government.

而開始可能變成:

Government→MajorTechnologyCompany→Market→Developers→Media.\text{Government} \rightarrow \text{MajorTechnologyCompany} \rightarrow \text{Market} \rightarrow \text{Developers} \rightarrow \text{Media}.

如果更多大型企業採用:

SI,SI,

則:

PrivateReplication\text{PrivateReplication}

會與:

InstitutionalReplication\text{InstitutionalReplication}

疊加。

因此:

DiffusionRate\text{DiffusionRate}

可能明顯提高。

但截至本文日期,不能由單一企業跟進推論:

GlobalAdoption=Inevitable.GlobalAdoption=Inevitable.

這仍是一個開放過程。

23. 一個全球術語擴散模型

令:

Ut=US institutional usage,U_t = \text{US institutional usage}, Ct=corporate usage,C_t = \text{corporate usage}, At=academic usage,A_t = \text{academic usage}, Mt=media usage,M_t = \text{media usage}, Ft=foreign-language usage.F_t = \text{foreign-language usage}.

可寫:

Ft+1=αUt+βCt+γAt+δMt+ϵFt.F_{t+1} = \alpha U_t + \beta C_t + \gamma A_t + \delta M_t + \epsilon F_t.

其中:

α,β,γ,δ,ϵ\alpha,\beta,\gamma,\delta,\epsilon

代表不同擴散渠道的權重。

若:

ϵ\epsilon

逐步提高,

表示本地語言已開始自我複製新術語。

此時:

ForeignImport\text{ForeignImport}

變成:

LocalConvention.\text{LocalConvention}.

24. 臨界採用點

可以定義:

pt=share of relevant local discourse using SI.p_t = \text{share of relevant local discourse using SI}.

存在某個假想門檻:

p∗.p^*.

當:

pt<p∗,p_t<p^*,

SI 仍被視為外來或特殊用法。

當:

pt>p∗,p_t>p^*,

新使用者可能直接把 SI 當成預設詞。

這就是:

Semantic Adoption Threshold.\boxed{ \textbf{Semantic Adoption Threshold}. }

一旦跨過:

p∗,p^*,

擴散可以由外部驅動轉成內部自我維持。

25. 但中美案例同時證明:語義邊界仍然可以守住

目前最值得注意的不是:

中國已經全面接受 SI。

公開證據反而顯示:

the boundary remains contested.\boxed{ \text{the boundary remains contested}. }

中方官方文本仍然使用:

人工智能.人工智能.

中國外交部說的是:

Respect(USExpression),Respect(USExpression),

而不是:

Adopt(USDefinition).Adopt(USDefinition).

智源/清華治理分析也明確區分:

PoliticalSI\text{PoliticalSI}

與:

AcademicSuperintelligence.\text{AcademicSuperintelligence}.

所以這是一個很好的示範:

Terminological exposure does not require semantic surrender.\boxed{ \text{Terminological exposure does not require semantic surrender.} }

26. 從「誰的詞贏」改成「誰能保持解析度」

全球術語競爭如果變成:

AI 還是 SI 誰贏?

其實仍然太低解析度。

真正重要的是:

Which semantic system preserves more distinctions?\boxed{ \text{Which semantic system preserves more distinctions?} }

例如能否分開:

Provenance,Capability,Autonomy,Risk,Agency,MoralStatus.\text{Provenance}, \text{Capability}, \text{Autonomy}, \text{Risk}, \text{Agency}, \text{MoralStatus}.

如果某個術語系統:

InformationPreserved↑,InformationPreserved\uparrow,

那麼它就比單純具有政治或市場優勢的詞更適合長期科學治理。

所以:

SemanticFitness≠GeopoliticalPower.\boxed{ \text{SemanticFitness} \neq \text{GeopoliticalPower}. }

強國可以讓一個詞傳得很快。

不能因此證明該詞分類得更好。

27. 科技術語的全球公共財性

某些科技詞最終會變成:

GlobalKnowledgeInfrastructure.\text{GlobalKnowledgeInfrastructure}.

例如:

  • algorithm;
  • internet;
  • genome;
  • semiconductor;
  • artificial intelligence。

當一個詞達到這種規模,

它不再只是某國品牌資產。

它具有:

Global Semantic Public-Good Character.\boxed{ \textbf{Global Semantic Public-Good Character}. }

也就是:

全球研究、教育、法律、翻譯與知識庫共同依賴它。

因此大幅改寫這類母類名稱,理論上應考慮:

GlobalExternalities.\text{GlobalExternalities}.

而不是只考慮:

DomesticBrandingBenefit.\text{DomesticBrandingBenefit}.

28. 國際科技命名需要新的治理原則

本文提出四條最小原則。

原則一:來源透明

若新術語來自特定國家的政治命名:

Origin\text{Origin}

應保留。

原則二:定義分離

PoliticalDefinition\text{PoliticalDefinition}

與:

ScientificDefinition\text{ScientificDefinition}

必須明確區分。

原則三:跨語言 crosswalk

不同語言應提供:

TermA↔TermBTerm_A \leftrightarrow Term_B

而不是假裝完全等義。

原則四:保留語義主權

GlobalInteroperability+LocalSemanticAutonomy.\boxed{ \text{GlobalInteroperability} + \text{LocalSemanticAutonomy}. }

兩者應同時存在。

29. AI 時代還多出第五條:機器可讀語義

未來 crosswalk 不只給人看。

還需要:

MachineReadableSemantics.\text{MachineReadableSemantics}.

例如明確標註:

SIUS−Executive−2026SI_{US-Executive-2026}

與:

SuperintelligenceAcademicSuperintelligence_{Academic}

不同。

否則 AI、RAG 與知識圖譜可能把:

SISI

錯誤 merge 成同一 entity。

因此未來的國際術語治理需要:

Human−readabledistinction+Machine−readabledistinction.\boxed{ Human-readable distinction + Machine-readable distinction. }

這將直接連到本系列後面的反身性問題。

30. 一個最小跨語言表示

可考慮:

T=(token,language,jurisdiction,domain,definition,validityInterval).T = ( \text{token}, \text{language}, \text{jurisdiction}, \text{domain}, \text{definition}, \text{validityInterval} ).

例如:

T1=(SI,English,USExecutive,Policy,D1,2026-09-29→?).T_1 = ( SI, \text{English}, \text{USExecutive}, \text{Policy}, D_1, 2026\text{-}09\text{-}29\rightarrow ? ).

而:

T2=(superintelligence,English,Academic,AIResearch,D2,historical→?).T_2 = ( \text{superintelligence}, \text{English}, \text{Academic}, \text{AIResearch}, D_2, historical\rightarrow ? ).

以及:

T3=(人工智能,Chinese,China,Policy,D3,…).T_3 = ( 人工智能, \text{Chinese}, \text{China}, \text{Policy}, D_3, \ldots ).

則:

T1≠T2≠T3.T_1\neq T_2\neq T_3.

即使它們在某些文件中:

ReferentOverlap>0.ReferentOverlap>0.

這種表示比:

SI=AI=ASISI=AI=ASI

安全得多。

31. 核心命題

命題一:法律管轄範圍不等於語義影響範圍

LegalReach≠SemanticReach.\boxed{ \text{LegalReach} \neq \text{SemanticReach}. }

命題二:科技中心性可以產生術語輸出能力

TechnologicalCentrality→TerminologicalExportCapacity.\boxed{ \text{TechnologicalCentrality} \rightarrow \text{TerminologicalExportCapacity}. }

命題三:理解與配合使用不等於本體接受

Recognition≠Accommodation≠Internalization.\boxed{ \text{Recognition} \neq \text{Accommodation} \neq \text{Internalization}. }

命題四:翻譯可能重新放大或改變原詞語義

Translation≠SemanticIdentity.\boxed{ \text{Translation} \neq \text{SemanticIdentity}. }

命題五:跨國協調不要求全球單一詞彙

Interoperability≠Homogenization.\boxed{ \text{Interoperability} \neq \text{Homogenization}. }

命題六:輸入詞彙不等於輸入整套本體論

Import(Token)⇏Import(Ontology).\boxed{ Import(Token) \not\Rightarrow Import(Ontology). }

命題七:全球科技命名需要語義主權與機器可讀 crosswalk

SemanticSovereignty+MachineReadableCrosswalk.\boxed{ \text{SemanticSovereignty} + \text{MachineReadableCrosswalk}. }

32. 結論:真正被輸出的不一定只是字,而可能是一套世界分類方式

美國政府可以只想做一件看似簡單的事情:

AI→SI.AI\rightarrow SI.

但如果美國同時位於全球科技網路的多個中心節點,這個名稱就可能沿著:

Government→Company→Platform→Standard→Media→Academia→Translation\text{Government} \rightarrow \text{Company} \rightarrow \text{Platform} \rightarrow \text{Standard} \rightarrow \text{Media} \rightarrow \text{Academia} \rightarrow \text{Translation}

向外擴散。

此時被輸出的不一定只是:

Token(SI).Token(SI).

它還可能攜帶:

Capability framing,\text{Capability framing}, Status framing,\text{Status framing}, Human-machine hierarchy assumptions.\text{Human-machine hierarchy assumptions}.

因此:

Terminology can function as a carrier of ontology.\boxed{ \text{Terminology can function as a carrier of ontology.} }

但中美 2026 年的公開文本同時提供另一個重要答案:

Ontology does not have to follow the token.\boxed{ \text{Ontology does not have to follow the token.} }

美方可以說:

SI.SI.

中方仍可以說:

AI.AI.

雙方仍能建立同一個對話機制。

這表示全球科技合作並不要求:

OneWorld=OneVocabulary.\text{OneWorld} = \text{OneVocabulary}.

真正成熟的全球智能治理應追求:

Shared reference, explicit mapping, preserved semantic plurality.\boxed{ \text{Shared reference, explicit mapping, preserved semantic plurality.} }

也就是:

可以互相理解,但不必因為某一方技術強、平台大、文本多,就把對方的分類假設一起無條件吸收。

這也是「科技霸權」真正值得研究的語義層:

Power can export words; it cannot by itself make definitions true.\boxed{ \text{Power can export words; it cannot by itself make definitions true.} }

下一篇將把問題從「人類如何接收 SI」再推進一步:

《AI 會學會自己的新名字嗎?》

因為當:

Government,Companies,Academia,Media\text{Government}, \text{Companies}, \text{Academia}, \text{Media}

都開始生產 SI 語料時,

下一個被這些語料塑造的對象不只是人類。

還包括:

AI itself.\text{AI itself}.
