Political Label→Administrative Vocabulary→Institutional Infrastructure\boxed{ \text{Political Label} \rightarrow \text{Administrative Vocabulary} \rightarrow \text{Institutional Infrastructure} }

Authority,Repetition,Documentation,Standardization,Interoperability,Archival Persistence.\text{Authority}, \text{Repetition}, \text{Documentation}, \text{Standardization}, \text{Interoperability}, \text{Archival Persistence}.

  • 新產品名稱;
  • 新功能名稱;
  • 新晶片品牌;
  • 新模型系列;
  • 新商業術語;

ProductX→SuperProductXProduct_X \rightarrow SuperProduct_X

P(Diffusion∣Branding)=f(Adoption,Utility,Attention,Competition).P(Diffusion|Branding) = f( \text{Adoption}, \text{Utility}, \text{Attention}, \text{Competition} ).

TermA→TermB,Term_A \rightarrow Term_B,

P(Diffusion∣StateMandate)P(Diffusion|StateMandate)

InstitutionalReplication\text{InstitutionalReplication}

State naming is not merely persuasion. It is replication through institutions.\boxed{ \text{State naming is not merely persuasion. It is replication through institutions.} }

2. Executive Order 14434

D={Correspondence,PublicCommunication,Websites,Reports,PolicyDocuments,OtherNonStatutoryDocuments}.\mathcal{D} = \{ \text{Correspondence}, \text{PublicCommunication}, \text{Websites}, \text{Reports}, \text{PolicyDocuments}, \text{OtherNonStatutoryDocuments} \}.

A={A1,A2,…,An},\mathcal{A} = \{A_1,A_2,\ldots,A_n\},

∀Ai∈A,Language(Ai)→SI.\forall A_i\in\mathcal{A}, \quad Language(A_i) \rightarrow SI.

The replication mechanism is organizational compliance.\boxed{ \text{The replication mechanism is organizational compliance.} }

SIEO≡AI15USC9401.SI_{EO} \equiv AI_{15USC9401}.

FederalDefinition(SI),FederalDefinition(SI),

modify,expand,supersede\text{modify}, \text{expand}, \text{supersede}

既有:

FederalDefinition(AI).FederalDefinition(AI).

lexical replacement.\text{lexical replacement}.

semantic migration into statutory architecture\boxed{ \text{semantic migration into statutory architecture} }

CommunicationLayer\text{CommunicationLayer}

進入:

DefinitionLayer.\text{DefinitionLayer}.

Super intelligence

NIST Information Technology Laboratory

ITL SI Program\text{ITL SI Program}

  • strengthening trust in SI;
  • accelerating SI innovation and adoption;
  • expanding U.S. SI preeminence;
  • providing measurement science;
  • testing and evaluation guidance;
  • standards work。

Measurement+Evaluation+Standards+TechnicalGuidance.\text{Measurement} + \text{Evaluation} + \text{Standards} + \text{TechnicalGuidance}.

因此:

Political terminology→measurement and standards terminology\boxed{ \text{Political terminology} \rightarrow \text{measurement and standards terminology} }

Super Intelligence (SI)

描述 America.gov 所使用的現代技術。

SISI

AI policy document.\text{AI policy document}.

ordinary government service communication.\text{ordinary government service communication}.

  • 政府服務;
  • 標準;
  • 評估;
  • 採購;
  • 科技計畫;
  • 教育材料;
  • 官方網站;

ExposureFrequency(SI)↑.ExposureFrequency(SI)\uparrow.

Institutional Semantic Diffusion — ISD\boxed{ \textbf{Institutional Semantic Diffusion — ISD} }

St+1=F(St,At,Dt,Rt,Xt),S_{t+1} = F( S_t, A_t, D_t, R_t, X_t ),

其中:

St=當期語義採用率,S_t=\text{當期語義採用率}, At=authority pressure,A_t=\text{authority pressure}, Dt=document production,D_t=\text{document production}, Rt=institutional repetition,R_t=\text{institutional repetition}, Xt=cross-domain transfer.X_t=\text{cross-domain transfer}.

若:

dSdt>0\frac{dS}{dt}>0

SISI

policy−specificlabelpolicy-specific label

conventionaltechnicalterm.conventional technical term.

7.1 Authority

InstitutionalAuthority.\text{InstitutionalAuthority}.

  • 申請文件;
  • 政府報告;
  • 合約;
  • 標案;
  • 法規溝通;
  • 官方會議;

Exposure\text{Exposure}

Agreement.\text{Agreement}.

7.2 Repetition

SISI

TokenFrequency(SI)↑.TokenFrequency(SI)\uparrow.

7.3 Documentation

ArchivalPersistence.\text{ArchivalPersistence}.

  • 報告;
  • Federal Register;
  • 政策指南;
  • 技術文件;
  • 歷史存檔;

7.4 Standardization

Term\text{Term}

會與:

Measurement,Testing,Evaluation,Compliance\text{Measurement}, \text{Testing}, \text{Evaluation}, \text{Compliance}

TechnicalInfrastructure.\text{TechnicalInfrastructure}.

7.5 Interoperability

SharedVocabulary\text{SharedVocabulary}

CompatibilityPressure\text{CompatibilityPressure}

7.6 Archival Persistence

SI2026SI_{2026}

  • 歷史研究;
  • 法律檢索;
  • 模型語料;
  • 知識圖譜;
  • 政策比較;

Stage 1 — Political Introduction

TermnewTerm_{new}

SI=political label.SI = \text{political label}.

Stage 2 — Administrative Compliance

AI→SI.AI\rightarrow SI.

例如:

  • 網站更新;
  • 標題更新;
  • 部門名稱更新;

SI=administrative vocabulary.SI = \text{administrative vocabulary}.

Stage 3 — Professional Accommodation

  • 承包商;
  • 研究機構;
  • 大學;
  • 顧問;
  • 標準組織;
  • 企業政策部門;

SI=professional crosswalk term.SI = \text{professional crosswalk term}.

Stage 4 — Public Normalization

SI system.

此時:

SI=ordinary category candidate.SI = \text{ordinary category candidate}.

Stage 5 — Semantic Forgetting

最後:

Origin(SI label)Origin(SI\ label)

Semantic Origin Forgetting\boxed{ \textbf{Semantic Origin Forgetting} }

InstitutionalChoice.\text{InstitutionalChoice}.

NaturalVocabulary.\text{NaturalVocabulary}.

Choice→Convention→Naturalization.\text{Choice} \rightarrow \text{Convention} \rightarrow \text{Naturalization}.

所以:

The endpoint of semantic power is invisibility.\boxed{ \text{The endpoint of semantic power is invisibility.} }

SISI

AIAI

或:

SI.SI.

若:

ntn_t

Costadopt(SI)=C0−βnt.Cost_{adopt}(SI) = C_0-\beta n_t.

其中:

β>0.\beta>0.

因此:

nt↑⇒Costadopt(SI)↓.n_t\uparrow \Rightarrow Cost_{adopt}(SI)\downarrow.

Semantic Path Dependence\boxed{ \textbf{Semantic Path Dependence} }

Term\text{Term}

與:

Procedure\text{Procedure}

如果:

SISI

  • measurement framework;
  • risk framework;
  • testing guidance;
  • standards document;
  • technical glossary;

SISI

AI.AI.

因此:

Standardization can convert vocabulary preference into coordination equilibrium.\boxed{ \text{Standardization can convert vocabulary preference into coordination equilibrium.} }

當:

CoordinationBenefit(SI)>PersonalPreference(AI),CoordinationBenefit(SI) > PersonalPreference(AI),

Funding,Grants,Standards,Policy,AdvisoryPanels,Publications.\text{Funding}, \text{Grants}, \text{Standards}, \text{Policy}, \text{AdvisoryPanels}, \text{Publications}.

因此:

GovernmentVocabulary\text{GovernmentVocabulary}

GrantLanguage\text{GrantLanguage}

與:

PolicyLanguage\text{PolicyLanguage}

SI, formerly called AI...

或者:

AI/SI systems...

SI systems...

因此:

Accommodation can precede conceptual agreement.\boxed{ \text{Accommodation can precede conceptual agreement.} }

  • 公司;
  • 模型;
  • API;
  • 論文;
  • benchmark;
  • 標準討論;
  • 技術媒體;

USFederalTerm\text{USFederalTerm}

USGovernment→USIndustry→GlobalMedia→ForeignAcademia→LocalTranslation.\text{USGovernment} \rightarrow \text{USIndustry} \rightarrow \text{GlobalMedia} \rightarrow \text{ForeignAcademia} \rightarrow \text{LocalTranslation}.

此時:

Super Intelligence\text{Super Intelligence}

Super\text{Super}

  • 位階感;
  • 科幻感;
  • 神聖感;
  • 戰力感;

Semantic Re-Amplification by Translation.\boxed{ \textbf{Semantic Re-Amplification by Translation}. }

SISI

SI=International System of Units.SI = \text{International System of Units}.

  • measurement;
  • standards;
  • engineering;
  • metrology;

領域,

SISI

SI=Super Intelligence,SI = \text{Super Intelligence},

Institutional Namespace Collision.\boxed{ \textbf{Institutional Namespace Collision}. }

  • 搜尋歧義;
  • 文件標籤歧義;
  • 縮寫解析;
  • NLP entity linking;
  • 自動索引;
  • 跨資料庫映射;

SIpre2026SI_{pre2026}

Superintelligence≈hypothetical or advanced beyond-human intelligence.\text{Superintelligence} \approx \text{hypothetical or advanced beyond-human intelligence}.

而:

SIpostEOSI_{postEO}

what was previously called AI.\text{what was previously called AI}.

則:

Meaning(SI)Meaning(SI)

Meaning(SI)=f(time,institution,jurisdiction,domain).Meaning(SI) = f( \text{time}, \text{institution}, \text{jurisdiction}, \text{domain} ).

TemporalSemanticAmbiguity.\text{TemporalSemanticAmbiguity}.

對:

  • 法律檢索;
  • 歷史研究;
  • 文獻計量;
  • 自動摘要;
  • AI 訓練;
  • 知識庫;

Official→Legitimate?\text{Official} \rightarrow Legitimate?

OfficialLabel\text{OfficialLabel}

SISI

Official Reality Effect\boxed{ \textbf{Official Reality Effect} }

official repetition can create categorical legitimacy without creating empirical truth.\boxed{ \text{official repetition can create categorical legitimacy without creating empirical truth.} }

Search.\text{Search}.

SI+policy,SI + policy, SI+standards,SI + standards, SI+security,SI + security, SI+healthcare,SI + healthcare,

SearchEngine(SI)SearchEngine(SI)

SearchDistribution\text{SearchDistribution}

P(Result=AIContent∣Query=SI)↑.P(Result=AIContent|Query=SI)\uparrow.

Institution→Search→Convention.\boxed{ \text{Institution} \rightarrow \text{Search} \rightarrow \text{Convention}. }

Language is now also generated by machines at scale.\boxed{ \text{Language is now also generated by machines at scale.} }

  • 搜尋索引;
  • RAG;
  • 知識庫;
  • 模型訓練語料;

SI systems...

SI systems...

因此:

InstitutionalText→MachineText.\text{InstitutionalText} \rightarrow \text{MachineText}.

再由:

MachineText→HumanText.\text{MachineText} \rightarrow \text{HumanText}.

Government→Corpus→Model→Public→Corpus.\boxed{ \text{Government} \rightarrow \text{Corpus} \rightarrow \text{Model} \rightarrow \text{Public} \rightarrow \text{Corpus}. }

Government→Citizens.\text{Government} \rightarrow \text{Citizens}.

Government→Documents→Models→Citizens→NewDocuments.\text{Government} \rightarrow \text{Documents} \rightarrow \text{Models} \rightarrow \text{Citizens} \rightarrow \text{NewDocuments}.

AIAI

Government terminology can become machine behavior.\boxed{ \text{Government terminology can become machine behavior.} }

  • 採用該類別;
  • 使用該詞;
  • 自我描述;
  • 解釋世界;

λI=ΔPublicSemanticAdoptionΔInstitutionalAdoption\boxed{ \lambda_I = \frac{\Delta PublicSemanticAdoption} {\Delta InstitutionalAdoption} }

Institutional Semantic Amplification Coefficient

λI≪1,\lambda_I\ll1,

λI≈1,\lambda_I\approx1,

λI>1,\lambda_I>1,

λI(SI)\lambda_I(SI)

SI,SI,

PolicytPolicy_t

t0t_0

停止。

但:

SemanticUsetSemanticUse_t

則:

τ=time until semantic usage returns to baseline.\tau = \text{time until semantic usage returns to baseline}.

Semantic Persistence Lag\boxed{ \textbf{Semantic Persistence Lag} }

τ→∞,\tau\rightarrow\infty,

irreversibility-like effects.\boxed{ \text{irreversibility-like effects}. }

Intent≠Effect.\text{Intent} \neq \text{Effect}.

即使:

Intent=Branding,Intent=Branding,

Effect=InstitutionalSemanticShift.Effect=InstitutionalSemanticShift.

所以:

A label can begin as rhetoric and end as infrastructure.\boxed{ \text{A label can begin as rhetoric and end as infrastructure.} }

AI→SI.AI\rightarrow SI.

AIAI

  • 歷史文件;
  • 舊軟體;
  • 舊論文;

SISI

Semantic impact must be evaluated across generations, not only current users.\boxed{ \text{Semantic impact must be evaluated across generations, not only current users.} }

Ignore.\text{Ignore}.

PublicAuthority.\text{PublicAuthority}.

SemanticDueDiligence.\text{SemanticDueDiligence}.

Public Terminology Impact Assessment — PTIA\boxed{ \textbf{Public Terminology Impact Assessment — PTIA} }

  1. 既有技術定義是否衝突;
  2. 是否產生能力與本體混淆;
  3. 是否造成國際標準歧義;
  4. 是否與既有縮寫碰撞;
  5. 是否增加法律跨年代解釋成本;
  6. 是否影響大眾風險感知;
  7. 是否影響 AI 自我描述與模型語料;

T=proposed term.T=\text{proposed term}.

E(T)=(Escience,Elaw,Epsych,Emedia,Eintl,Emachine,Earchive).\mathbf{E}(T) = ( E_{science}, E_{law}, E_{psych}, E_{media}, E_{intl}, E_{machine}, E_{archive} ).

Escience=scientific taxonomy impact,E_{science}=\text{scientific taxonomy impact}, Elaw=legal impact,E_{law}=\text{legal impact}, Epsych=psychological framing impact,E_{psych}=\text{psychological framing impact}, Emedia=media diffusion impact,E_{media}=\text{media diffusion impact}, Eintl=international translation impact,E_{intl}=\text{international translation impact}, Emachine=machine internalization impact,E_{machine}=\text{machine internalization impact}, Earchive=historical retrieval impact.E_{archive}=\text{historical retrieval impact}.

只有:

BrandValue(T)BrandValue(T)

Decision(T)≠f(BrandValue)\boxed{ Decision(T) \neq f(BrandValue) }

Decision(T)=F(BrandValue,E(T)).Decision(T) = F( \text{BrandValue}, \mathbf{E}(T) ).

  • 重分類;
  • 標準化;
  • 去污名化;
  • 精確化;

Anti-Renaming.\text{Anti-Renaming}.

而是:

Pro-Impact-Aware Renaming.\boxed{ \text{Pro-Impact-Aware Renaming}. }

Artificial Intelligence\text{Artificial Intelligence}

Step 1

Provenance,Capability,Autonomy,Reliability,WorldCoupling.\text{Provenance}, \text{Capability}, \text{Autonomy}, \text{Reliability}, \text{WorldCoupling}.

Step 2

建立:

AI↔NewTaxonomyAI \leftrightarrow \text{NewTaxonomy}

crosswalk。

Step 3

公開:

SemanticImpactAssessment.\text{SemanticImpactAssessment}.

Step 4

讓:

  • 語言學家;
  • 認知科學家;
  • AI 研究者;
  • 標準專家;
  • 法律學者;
  • 傳播學者;
  • 國際組織;

Step 5

Rename?Rename?

BrandFirst,TaxonomyLater.\text{BrandFirst}, \text{TaxonomyLater}.

ExposureFrequency↑,ExposureFrequency\uparrow,

Familiarity↑.Familiarity\uparrow.

再:

Familiarity→Normality.\text{Familiarity} \rightarrow \text{Normality}.

因此:

Semantic power often works by repetition, not coercion.\boxed{ \text{Semantic power often works by repetition, not coercion.} }

SISI

SI.SI.

DefaultTerm.\text{DefaultTerm}.

ConceptualAgreement=0,ConceptualAgreement=0,

但:

LexicalAdoption=1.LexicalAdoption=1.

∑LexicalAdoption↑.\sum LexicalAdoption\uparrow.

A term does not need believers. It only needs users.\boxed{ \text{A term does not need believers. It only needs users.} }

Professor→Student.\text{Professor} \rightarrow \text{Student}.

SI,SI,

Accommodationgeneration1→Conventiongeneration2.Accommodation_{generation1} \rightarrow Convention_{generation2}.

SemanticPersistence.\text{SemanticPersistence}.

StateNaming≠BrandNaming.\boxed{ \text{StateNaming} \neq \text{BrandNaming}. }

PolicyTerm→AdministrativeReplication.\boxed{ \text{PolicyTerm} \rightarrow \text{AdministrativeReplication}. }

PoliticalVocabulary→TechnicalInfrastructure.\boxed{ \text{PoliticalVocabulary} \rightarrow \text{TechnicalInfrastructure}. }

LexicalAdoption≠ConceptualAgreement.\boxed{ \text{LexicalAdoption} \neq \text{ConceptualAgreement}. }

InstitutionalAdoption→PathDependence+PersistenceLag.\boxed{ \text{InstitutionalAdoption} \rightarrow \text{PathDependence} + \text{PersistenceLag}. }

Government→Corpus→Model→Public.\boxed{ \text{Government} \rightarrow \text{Corpus} \rightarrow \text{Model} \rightarrow \text{Public}. }

Rename⇒PTIA.\boxed{ \text{Rename} \Rightarrow PTIA. }

AIAI

SI,SI,

Agencies,Websites,PolicyDocuments,PublicCommunications,StandardsInstitutions\text{Agencies}, \text{Websites}, \text{PolicyDocuments}, \text{PublicCommunications}, \text{StandardsInstitutions}

institutional repetition can become semantic infrastructure.\boxed{ \text{institutional repetition can become semantic infrastructure.} }

AIAI

SISI

the institutional replication process has begun.\boxed{ \text{the institutional replication process has begun.} }

A political label can begin as rhetoric, become administration, then become convention.\boxed{ \text{A political label can begin as rhetoric, become administration, then become convention.} }
