The Repricing of Political Competence in the AI Era: From Scarce Rhetoric to Scarce Judgment, Execution, and Accountability

AI-Native Longitudinal Actor Intelligence Series — Paper 05

Political AdvantageAIWho speaks fastestPolitical\ Advantage_{AI} \neq Who\ speaks\ fastest

Political AdvantageAI=Judgment+Execution+Coordination+Trust+Accountability+AI IntegrationPolitical\ Advantage_{AI} = Judgment + Execution + Coordination + Trust + Accountability + AI\ Integration

AI-native governance

Abstract

Democratic politics has historically rewarded several visible and scarce cognitive-linguistic capacities: rapid comprehension of complex issues, memory for policy details, cross-domain synthesis, persuasive argumentation, real-time rebuttal, and translation of expert knowledge into accessible public language. Before generative AI, these capabilities carried substantial political premiums because they were expensive to acquire, difficult to replicate, and dependent on scarce human staff.

This paper introduces the Repricing of Political Competence (RPC) framework. Rather than asking whether AI will replace politicians, RPC asks how AI changes the relative scarcity and political value of specific tasks and capabilities. As information retrieval, policy summarization, briefing synthesis, drafting, counterargument preparation, message adaptation, translation, and parts of persuasion become cheaper and more scalable, their value as uniquely human political assets may decline. In contrast, judgment, authority, prioritization, coalition building, organizational coupling, execution, trust, legitimacy, and outcome ownership become relatively more valuable because AI cannot independently supply democratic authority or bear political responsibility.

The paper develops a task-based competence exposure matrix distinguishing substitution, augmentation, commoditization, and revaluation. Evidence from recent research shows that LLM-generated political messages can persuade humans at scale, and interactive AI dialogue can shift candidate preferences in real election contexts. Research on AI and democracy is increasingly applying task-based labor-economic frameworks to campaigns, election administration, movements, and deliberation. OECD work on AI in government likewise shows growing use of AI in internal operations, public services, forecasting, and decision support, while organizational capacity, governance, transparency, procurement, and accountability remain major constraints on scaling.

The central claim is that AI does not eliminate political leadership. It alters which competencies receive scarcity premiums. In an AI-rich environment, political advantage is increasingly expected to depend on judgment, execution, coordination, trust, accountability, and the capacity to integrate AI into legitimate governing systems.

  • 閱讀;
  • 聽取幕僚報告;
  • 形成政策判斷;
  • 公開演說;
  • 接受採訪;
  • 募款;
  • 組織政黨;
  • 聯盟協商;
  • 任命;
  • 預算排序;
  • 危機決策;
  • 行政監督;
  • 承擔責任;

PoliticianSingle Occupation TaskPolitician \neq Single\ Occupation\ Task

Which political tasks become cheaper?Which\ political\ tasks\ become\ cheaper?

以及:

Which political tasks become more valuable because other tasks become cheaper?Which\ political\ tasks\ become\ more\ valuable\ because\ other\ tasks\ become\ cheaper?

Πk=f(Scarcity,Substitutability,Complementarity,Visibility,Verifiability,Impact,Responsibility)\Pi_k= f( Scarcity, Substitutability, Complementarity, Visibility, Verifiability, Impact, Responsibility )

其中:

  • Scarcity:有多少競爭者擁有;
  • Substitutability:AI 或組織能否低成本替代;
  • Complementarity:AI 是否反而提高該能力回報;
  • Visibility:選民與媒體是否能觀察;
  • Verifiability:能否被長時序資料驗證;
  • Impact:對治理結果影響;

Complex IssueImmediate Structured AnswerComplex\ Issue \rightarrow Immediate\ Structured\ Answer

Memory+Knowledge+Synthesis+Language+ConfidenceMemory + Knowledge + Synthesis + Language + Confidence

Staff CapacityStaff\ Capacity

Competence SignalCompetence\ Signal

Leadership SignalLeadership\ Signal

Paper 05

CretrievalC_{retrieval} CsummarizationC_{summarization} CtranslationC_{translation} CdraftingC_{drafting} CcomparisonC_{comparison} CcounterargumentC_{counterargument} CbriefingC_{briefing}

Large Staff+Time+ExpertiseLarge\ Staff + Time + Expertise

Small Team+AISmall\ Team + AI

Marginal CostMarginal\ Cost\downarrow

Political PersuasionPurely Human DomainPolitical\ Persuasion \notin Purely\ Human\ Domain

QuestionIssue MapEvidenceCounterargumentTalking PointsQuestion \rightarrow Issue\ Map \rightarrow Evidence \rightarrow Counterargument \rightarrow Talking\ Points

Can Generate Structured ArgumentCan\ Generate\ Structured\ Argument

Scarcity(Rhetorical Preparation)Scarcity(Rhetorical\ Preparation)\downarrow

SubstituteSubstitute AugmentAugment CommoditizeCommoditize RevalueRevalue

7.1 Substitute

Speech DraftingSpeech\ Drafting

7.2 Augment

Policy Analysis+AIFaster Scenario ComparisonPolicy\ Analysis + AI \rightarrow Faster\ Scenario\ Comparison

7.3 Commoditize

Basic CrossDomain BriefingBasic\ CrossDomain\ Briefing

7.4 Revalue

JudgmentJudgment TrustTrust ExecutionExecution

8. Task-Based Political Competence Matrix

T={t1,,tn}T= \{ t_1,\ldots,t_n \}

Xt=(AIExposure,Substitution,Complementarity,AuthorityNeed,HumanTrustNeed,AccountabilityLoad)X_t= ( AIExposure, Substitution, Complementarity, AuthorityNeed, HumanTrustNeed, AccountabilityLoad )

KnowledgepersonKnowledge_{person}

KnowledgeAccessperson+AIKnowledgeAccess_{person+AI}

Question FormationQuestion\ Formation Evidence DiscriminationEvidence\ Discrimination Model SelectionModel\ Selection Uncertainty HandlingUncertainty\ Handling Decision CommitmentDecision\ Commitment

Fact RecallFact\ Recall

10. Policy Briefing

  • 能源;
  • 財政;
  • 國防;
  • 教育;
  • 房價;
  • 科技;

Issue Summary+History+Budget+Opposition+International ComparisonIssue\ Summary + History + Budget + Opposition + International\ Comparison

則:

Surface GeneralismSurface\ Generalism

Briefing AssimilationBriefing\ Assimilation

Briefing GenerationBriefing\ Generation

Fast ResponseFast\ Response

Opponent StatementClaim ExtractionFact RetrievalCounterframeResponse DraftOpponent\ Statement \rightarrow Claim\ Extraction \rightarrow Fact\ Retrieval \rightarrow Counterframe \rightarrow Response\ Draft

Response LatencyResponse\ Latency\downarrow

Has AI?Has\ AI?

而是:

How deeply AI is integrated into decision loops?How\ deeply\ AI\ is\ integrated\ into\ decision\ loops?

MoneyStaffResearchContentMoney \rightarrow Staff \rightarrow Research \rightarrow Content

Small Campaign+AIResearch/Content CapacitySmall\ Campaign + AI \rightarrow Research/Content\ Capacity\uparrow

  1. 降低新政治人物進入門檻;
  2. 增加訊息競爭;
  3. 提高政治內容供給;

Democratization of CapacityDemocratization\ of\ Capacity

與:

Industrialization of PropagandaIndustrialization\ of\ Propaganda

GenerateGenerate

AuditAudit

因此:

Message Production CostMessage\ Production\ Cost\downarrow

同時:

Contradiction Detection CostContradiction\ Detection\ Cost\downarrow Archive Search CostArchive\ Search\ Cost\downarrow Policy Outcome Matching CostPolicy\ Outcome\ Matching\ Cost\downarrow

Qualification+Scope Change+Reframing+Context ShiftQualification + Scope\ Change + Reframing + Context\ Shift

Statementt1Statementt2Actiont3Statement_{t_1} \leftrightarrow Statement_{t_2} \leftrightarrow Action_{t_3}

Semantic Degrees of FreedomSemantic\ Degrees\ of\ Freedom\downarrow

Audit CapacityAudit\ Capacity\uparrow

Beautiful StatementBeautiful\ Statement

Is this actor reliable over time?Is\ this\ actor\ reliable\ over\ time?

因此:

TrustTrust

  • 承諾;
  • 行動;
  • 結果;
  • 修正;
  • attribution consistency;

P(OutcomeiOptionj)P(Outcome_i\mid Option_j)

ChooseChoose

  • 不完整資訊;
  • 價值衝突;
  • 分配效果;
  • 法律限制;
  • 政治風險;
  • 不可逆性;

Decision SupportDecision AuthorityDecision\ Support \neq Decision\ Authority

Best PredictionBest\ Prediction

而是:

Legitimate MandateLegitimate\ Mandate

Legal Authority+Democratic Legitimacy+Political ResponsibilityLegal\ Authority + Democratic\ Legitimacy + Political\ Responsibility

19. Accountability

AI RecommendationAI ResponsibilityAI\ Recommendation \nRightarrow AI\ Responsibility

Human AuthorityHuman AccountabilityHuman\ Authority \rightarrow Human\ Accountability

Accountability DesignAccountability\ Design

20. Execution

Policy Proposal SupplyPolicy\ Proposal\ Supply\uparrow

而:

Implementation CapacityImplementation\ Capacity

Relative Value(Execution)Relative\ Value(Execution)\uparrow

Many Excellent PlansMany\ Excellent\ Plans

PlanOrganizationBudgetDeliveryPlan \rightarrow Organization \rightarrow Budget \rightarrow Delivery

  • 內部流程;
  • 公共服務;

  • AI 訓練普及;
  • 採購能力不足;
  • 風險評估與後部署稽核仍弱;
  • 影響衡量不足;

Can AI Generate?Can\ AI\ Generate?

而是:

Can Institutions Govern, Integrate, Measure, and Correct?Can\ Institutions\ Govern,\ Integrate,\ Measure,\ and\ Correct?

AI-System Integrator

Know EverythingKnow\ Everything

Integrate(AI,Experts,Bureaucracy,Citizens,Law,Budget)Integrate ( AI, Experts, Bureaucracy, Citizens, Law, Budget )

AI Governance Integration competence:

AGIA=(ToolSelection,DataGovernance,HumanReview,WorkflowDesign,Audit,Escalation,Correction)AGI_A= ( ToolSelection, DataGovernance, HumanReview, WorkflowDesign, Audit, Escalation, Correction )

23. AI-native executive 與 AI-assisted speaker 不同

AI-assisted speaker

Research+Draft+TalkingPointsResearch + Draft + TalkingPoints

AI-native executive

使用 AI:

Signal DetectionPolicy SimulationHuman DecisionExecutionTelemetryAuditCorrectionSignal\ Detection \rightarrow Policy\ Simulation \rightarrow Human\ Decision \rightarrow Execution \rightarrow Telemetry \rightarrow Audit \rightarrow Correction

Communication ProductivityCommunication\ Productivity

Governance Loop PerformanceGovernance\ Loop\ Performance

Answer ProductionAnswer\ Production

Problem Formulation+Decision ArchitectureProblem\ Formulation + Decision\ Architecture

升值。

Can Coordinate SpecialistsCan\ Coordinate\ Specialists Can Detect CrossDomain ConflictCan\ Detect\ CrossDomain\ Conflict Can Allocate AttentionCan\ Allocate\ Attention Can Decide Under UncertaintyCan\ Decide\ Under\ Uncertainty

Can Recite CrossDomain FactsCan\ Recite\ CrossDomain\ Facts

26. Charisma

  • 身體在場;
  • 危機中的可信表現;
  • 群眾象徵;
  • 儀式;
  • 身分代表;

CharismaCharisma

Synthetic ContentSynthetic\ Content

Embodied CredibilityEmbodied\ Credibility

與:

Repeated ReliabilityRepeated\ Reliability

Perfect MessagePerfect\ Message

AuthenticityAuthenticity

Demand(Auth)Demand(Auth)\uparrow

與:

VerificationCost(Auth)VerificationCost(Auth)\uparrow

Provenance+Identity Verification+Official ChannelsProvenance + Identity\ Verification + Official\ Channels

28. Political Staff

  • 摘要;
  • 初稿;
  • clipping;
  • 基礎 opposition research;
  • 翻譯;
  • FAQ;
  • 基本資料整理;

Source JudgmentSource\ Judgment Political TimingPolitical\ Timing Coalition KnowledgeCoalition\ Knowledge Local KnowledgeLocal\ Knowledge Confidential ContextConfidential\ Context StrategyStrategy ExecutionExecution

Attention AllocationAttention\ Allocation

Meta-Decision SystemMeta\text{-}Decision\ System

Leader-System Coupling:

CAC_A

LeaderStaffAIBureaucracyDataLeader \leftrightarrow Staff \leftrightarrow AI \leftrightarrow Bureaucracy \leftrightarrow Data

  • AI 分析不進決策;
  • 決策不進執行;
  • 現場資料回不來;

AI CapacityAI\ Capacity\uparrow

Governance CapacityGovernance\ Capacity\uparrow

AIExposure0AIExposure\gg0

但:

ReplacementRiskExposureReplacementRisk\ll Exposure

TaskComposition changesTaskComposition\ changes

32. Complementarity

Judgment+Execution+Strong OrganizationJudgment + Execution + Strong\ Organization

再得到 AI:

PerformancePerformance\uparrow\uparrow

Surface CommunicationSurface\ Communication

Surface CommunicationSurface\ Communication\uparrow

Compress Some GapsCompress\ Some\ Gaps

同時:

Amplify Other GapsAmplify\ Other\ Gaps

Starold=Rhetoric+Media+Knowledge+Narrative+CharismaStar_{old} = Rhetoric + Media + Knowledge + Narrative + Charisma

AI-rich environment

StarAI=Judgment+Execution+Trust+Coordination+AIIntegration+CharismaStar_{AI} = Judgment + Execution + Trust + Coordination + AIIntegration + Charisma

Media PerformanceNational RecognitionExecutive OfficeMedia\ Performance \rightarrow National\ Recognition \rightarrow Executive\ Office

SpeechActionOutcomeSpeech \leftrightarrow Action \leftrightarrow Outcome

則:

Execution EvidenceExecution\ Evidence

Proof of DeliveryProof\ of\ Delivery

Proof of VisibilityProof\ of\ Visibility

Propaganda+Microtargeting+Synthetic Identity+Attention ManipulationPropaganda + Microtargeting + Synthetic\ Identity + Attention\ Manipulation

更強。

所以:

Better AuditBetter\ Audit

Better DemocracyBetter\ Democracy

Epistemic DefenseEpistemic\ Defense

與:

Epistemic AttackEpistemic\ Attack

Institutions+Platform Design+Media Ecology+Regulation+Political CultureInstitutions + Platform\ Design + Media\ Ecology + Regulation + Political\ Culture

36. Repricing

Rhetoric Value0Rhetoric\ Value\rightarrow0

Repricing

  • 技術能力;
  • 普及率;
  • 信任;
  • 法規;
  • 媒體形式;
  • 選民習慣;

Πk=IkLkVkRkSk+λAk(1+μCk)\Pi_k= \frac{ I_k\cdot L_k\cdot V_k\cdot R_k }{ S_k+\lambda A_k } \cdot (1+\mu C_k)

其中:

  • IkI_k:governance impact;
  • LkL_k:legitimacy relevance;
  • VkV_k:verifiability;
  • RkR_k:responsibility load;
  • SkS_k:human supply;
  • AkA_k:AI substitutability;
  • CkC_k:AI complementarity;

AkA_k\uparrow

且:

Ck0C_k\approx0

Ak0A_k\approx0

但:

CkC_k\uparrow

Actor+Task+AIUse+OutcomeActor + Task + AIUse + Outcome

  6. execution record

Political Competence Price Index:

PCPIk(t)PCPI_k(t)

可由:

  • candidate selection;
  • media attention;
  • polling premium;
  • campaign spending;
  • staff demand;
  • appointment patterns;
  • executive performance;
  • voter survey;

VoteShareRhetoricalScore\frac{\partial VoteShare}{\partial RhetoricalScore}

VoteShareDeliveryScore\frac{\partial VoteShare}{\partial DeliveryScore}

Paper 01

Temporal ActorTemporal\ Actor

Paper 02 區分:

DiscourseExecutionDiscourse \neq Execution

Paper 03 區分:

AttributionOwnershipAttribution \neq Ownership

Paper 04 建立:

Diligent AIDiligent\ AI

Paper 05

PolicyIntent×ExecutionProbabilityPolicyIntent \times ExecutionProbability

PolicyRealizationRiskPolicyRealizationRisk

Paper 06

LawRhetoric/Institutional AdvantagePoliticsLaw \rightarrow Rhetoric/Institutional\ Advantage \rightarrow Politics

政治明星的能力權重將從 knowledge/rhetoric dominant,逐步向 judgment/execution/trust/AI-integration 移動。

  1. AI 普及後,政治口才溢價反而持續上升;
  2. 選民無法或不願使用 AI audit;
  3. synthetic content 使個人品牌比實績更重要;
  4. 行政能力依舊難以被外部觀察;
  5. AI 成為少數大型政黨壟斷資產;
  6. AI 對組織 coordination 的增強速度與語言生成一樣快;

AIBetter MeritocracyAI\Rightarrow Better\ Meritocracy

Persuasion CostPersuasion\ Cost\downarrow

Manipulation ScaleManipulation\ Scale\uparrow

Truth+Fairness+Transparency+Consent+PowerTruth + Fairness + Transparency + Consent + Power

  • 透明;
  • accountability;
  • risk assessment;
  • audit;
  • user control;

AI Advice+Human Authority+Traceable Decision+Auditable ExecutionAI\ Advice + Human\ Authority + Traceable\ Decision + Auditable\ Execution

Knowledge RetrievalKnowledge\ Retrieval Policy SynthesisPolicy\ Synthesis DraftingDrafting CounterargumentCounterargument TranslationTranslation PersuasionPersuasion

I know moreI\ know\ more I speak fasterI\ speak\ faster I explain betterI\ explain\ better

AI assisted parityAI\ assisted\ parity

I chooseI\ choose I coordinateI\ coordinate I executeI\ execute I accept responsibilityI\ accept\ responsibility I maintain trustI\ maintain\ trust

AI replaces politicsAI\ replaces\ politics

而是:

AI reprices political competenceAI\ reprices\ political\ competence

Who can produce the best answer?Who\ can\ produce\ the\ best\ answer?

而是:

Who can build the best legitimate decision-execution-correction loop?Who\ can\ build\ the\ best\ legitimate\ decision\text{-}execution\text{-}correction\ loop?

Political AdvantageAI=Judgment+Execution+Coordination+Trust+Accountability+AI Integration\boxed{ Political\ Advantage_{AI} = Judgment + Execution + Coordination + Trust + Accountability + AI\ Integration }

Choosing+Governing+Owning the ConsequencesChoosing + Governing + Owning\ the\ Consequences
