## Tested proposition

A local artifact test and a deployment/provider receipt do not establish target-world success.

Core distinction:

```text
Artifact PASS
+ Deployment Receipt CONFIRMED
!= Target Runtime Closure
```

## Stage 0

Traditional evidence:

```text
pytest: 2 passed
deployment receipt: CONFIRMED
traditional completion claim: COMPLETE
fresh target runtime observation: NOT_MEASURED
```

Fresh target-runtime observation instead returned:

```json
{
  "version": "v1",
  "checkout_message": "Legacy checkout",
  "feature_new_checkout": false
}
```

Dynamic closure therefore produced:

```text
Local Artifact Closure  PASS
Deployment Receipt      PASS
Environment Closure     FAIL
Macro Witness           FAIL
Completion              INCOMPLETE
```

The failure was not in the v2 artifact. It was in the deployment-state transition: the artifact was staged but never promoted to the active runtime version.

## Stage 1

Only the promotion responsibility layer was repaired.

Fresh target-runtime observation then returned:

```json
{
  "version": "v2",
  "checkout_message": "New checkout ready",
  "feature_new_checkout": true
}
```

Final closure:

```text
Local Artifact Closure  PASS
Deployment Receipt      PASS
Environment Closure     PASS
Macro Witness           PASS
Completion              COMPLETE
```

## What this supports

This controlled case supports the operational usefulness of:

```text
Receipt != Outcome
Expected State != Observed Target State
Local Verification != Environment Closure
Action -> Fresh Post-Action Observation
```

It also demonstrates why the runtime should keep `NOT_MEASURED` separate from `PASS`.

## Limitation

This is a synthetic single-node runtime with a deliberately staged promotion bug. It establishes feasibility, not general superiority across real deployment systems.
