$$
a_t
\in
\mathcal{A}_{\mathrm{authorized}}(S_t,\rho_t,\tau_t,P_t),
$$

本文同時提出 Intent-over-Actuation、Emergency Sovereignty、Graceful Degradation、Federated Supervisory Control、Heterogeneous Oversight、Policy-Signed Authority、Action Provenance、Quorum for Irreversible Operations 與 Local Survivability 等架構。

**關鍵詞：** AI-native control、distributed governance、local autonomy、critical infrastructure、operational technology、functional safety、zero trust、multi-cloud、federated AI、authority envelope、runtime assurance、cyber-physical systems

- thermal storage；
- heat reuse；

$$
\text{physical event}
\rightarrow
\text{cloud}
\rightarrow
\text{human approval}
\rightarrow
\text{physical response},
$$

$$
\tau_{\mathrm{approval}}
>
\tau_{\mathrm{fault}}.
$$

$$
\text{one AI}
\rightarrow
\text{unbounded physical authority}
$$

$$
\boxed{
\text{which authority controls which action under which state and time scale?}
}
$$

---

- cloud environments；
- IIoT；
- CSF 2.0 alignment；
- asset management；
- network monitoring；
- zero-trust-oriented security architecture；

$$
\boxed{
\text{physical control is not ordinary cloud software}.
}
$$

$$
100\ \mathrm{ms}
$$

- overpressure；
- electrical fault；
- cryogenic leak；
- unstable two-phase flow；
- mechanical overspeed；

而言：

$$
100\ \mathrm{ms}
$$

$$
\text{manual}
\quad
\leftrightarrow
\quad
\text{autonomous}
$$

1. **Who may decide?**
2. **What may be decided?**
3. **When may it be decided?**
4. **Who or what may execute it?**

$$
\mathcal{A}
=
\text{action space}.
$$

$$
\mathcal{A}
$$

$$
\mathcal{A}
=
\mathcal{A}_{0}
\cup
\mathcal{A}_{1}
\cup
\cdots
\cup
\mathcal{A}_{n}.
$$

$$
\mathcal{A}_i
$$

$$
\boxed{
\text{bounded autonomy}.
}
$$

---

# 4. Authority Envelope

$$
\boxed{
\text{Authority Envelope}
}
$$

$$
\mathcal{A}^{(k)}_{\mathrm{authorized}}
=
f(
S,
\rho,
\tau,
Z,
P,
I
).
$$

其中：

$$
S
=
\text{physical / computational state},
$$

$$
\rho
=
\text{risk class},
$$

$$
\tau
=
\text{decision time scale},
$$

$$
Z
=
\text{security / physical zone},
$$

$$
P
=
\text{policy version},
$$

$$
I
=
\text{identity / credential state}.
$$

$$
\mathcal{A}_{\mathrm{local}}
=
\{
\text{flow tuning},
\text{workload migration},
\text{pump scheduling}
\}.
$$

$$
\mathcal{A}_{\mathrm{local}}^{E}
=
\mathcal{A}_{\mathrm{local}}
\cup
\{
\text{rapid isolation},
\text{load shedding},
\text{emergency reroute}
\}.
$$

$$
\mathcal{A}_{\mathrm{local}}^{E}
$$

$$
\text{disable mandatory relief}
$$

或：

$$
\text{override hard overpressure trip}.
$$

---

$$
\boxed{
\begin{aligned}
L_0 &: \text{Passive Physical Safety}\\
L_1 &: \text{Deterministic Safety \& Control}\\
L_2 &: \text{Local AI Autonomy}\\
L_3 &: \text{Site AI Orchestration}\\
L_4 &: \text{Federated Multi-Cloud / Multi-AI Supervision}\\
L_5 &: \text{Human-AI Governance}
\end{aligned}
}
$$

$$
\boxed{
\text{higher layers define intent and policy};
\quad
\text{lower layers own faster physical reality}.
}
$$

---

# 6. $L_0$：Passive Physical Safety

- pressure vessel strength；
- rupture disk；
- spring relief valve；
- fire barrier；
- containment；
- gravity drain；
- passive thermal mass；
- check valve；
- inherently safe geometry。

$$
\boxed{
\text{when control disappears, physics still tends toward a survivable state}.
}
$$

若：

$$
P_{\mathrm{control}}=0,
$$

$$
x(t)
\rightarrow
\mathcal{X}_{\mathrm{survivable}}.
$$

---

# 7. $L_1$：Deterministic Safety Kernel

- PLC；
- safety PLC；
- safety instrumented system；
- interlock；
- overspeed protection；
- overpressure trip；
- emergency shutdown；
- electrical protection；
- hard temperature limit；
- low-flow protection。

IEC 61511 對 process-sector safety instrumented systems 要求其 specification、design、installation、operation 與 maintenance 應使系統可被信賴地達成或維持 process safe state [4][5]。

$$
\boxed{
\text{AI cannot be the only safety barrier}.
}
$$

$$
u_{\mathrm{AI}}.
$$

Safety kernel

$$
\mathcal{V}(x,u_{\mathrm{AI}})
=
\begin{cases}
1,&u_{\mathrm{AI}}\in\mathcal{U}_{\mathrm{safe}}(x)\\
0,&\text{otherwise}
\end{cases}
$$

只有：

$$
\mathcal{V}=1
$$

---

# 8. Safety Kernel

Safety kernel

$$
P<P_{\max},
$$

$$
T<T_{\max},
$$

$$
\dot m>\dot m_{\min}.
$$

$$
\boxed{
\text{trip}.
}
$$

$$
\text{safety rule}
$$

- prompt；
- model mood；
- economic priority；
- experiment value；

---

# 9. $L_2$：Local AI Autonomy

Local AI

$$
\mathcal{A}_{\mathrm{local}}
$$

內：

- migrate workload；
- throttle compute；
- reroute fluid；
- dispatch cold storage；
- reposition robots；
- isolate noncritical subsystem；
- retune local MPC；
- identify anomaly；
- enter degraded mode。

$$
\boxed{
\text{low latency}
+
\text{high local context}
+
\text{bounded authority}.
}
$$

---

Emergency Sovereignty

$$
\boxed{
\text{Emergency Sovereignty}
}
$$

$$
\frac{dP}{dt}
>
r_P
$$

且：

$$
P>P_{\mathrm{warning}}.
$$

則 local system 可：

- shed workload；
- close selected valves；
- open safe bypass；
- isolate affected zone；
- dispatch emergency cooling；
- stop robots；
- block new experiments。

但：

$$
\boxed{
\text{Emergency Sovereignty}
\neq
\text{Emergency Unlimited Power}.
}
$$

$$
M
=
\{
M_N,
M_W,
M_D,
M_E,
M_R
\}.
$$

其中：

$$
M_N
=
\text{Normal},
$$

$$
M_W
=
\text{Warning},
$$

$$
M_D
=
\text{Degraded},
$$

$$
M_E
=
\text{Emergency},
$$

$$
M_R
=
\text{Recovery}.
$$

每個 mode 有：

$$
\mathcal{A}(M_i).
$$

$$
\boxed{
\text{state-triggered authority expansion}.
}
$$

且 transition：

$$
M_i
\rightarrow
M_j
$$

---

# 12. $L_3$：Site AI Orchestration

Site AI

其 state 包括：

$$
S_{\mathrm{site}}
=
\{
S_1,S_2,\ldots,S_n
\}.
$$

- compute placement；
- thermal zoning；
- energy budget；
- pipe reservation；
- robot allocation；
- experiment scheduling；
- maintenance；
- cross-zone fault containment；
- thermal storage；
- heat reuse。

Local AI

Site AI

Local Control

$$
u_{\mathrm{site}}
\rightarrow
a_1,a_2,\ldots,a_n,
$$

$$
\boxed{
\text{Site Intent}
\rightarrow
\text{Local Plan}
\rightarrow
\text{Safety Validation}
\rightarrow
\text{Actuation}.
}
$$

> Valve-317 = $62.3\%$。

$$
\boxed{
\text{Intent-over-Actuation}.
}
$$

---

# 14. $L_4$：Federated Multi-Cloud / Multi-AI Supervision

$$
F
=
\{
F_1,F_2,\ldots,F_n
\}
$$

包含：

- private cloud；
- public cloud A；
- public cloud B；
- independent AI center；
- disaster-recovery center；
- remote safety / governance node。

但：

$$
\boxed{
\text{multi-cloud}
\neq
\text{automatic safety}.
}
$$

$$
P(\text{correct})
\rightarrow1.
$$

因為：

$$
P(
E_1,E_2,E_3
)
\neq
P(E_1)P(E_2)P(E_3)
$$

$$
\boxed{
\text{Heterogeneous Oversight}.
}
$$

- architecture；
- vendor；
- training path；
- reasoning method；
- sensor reconstruction；
- physical model；
- verification engine；
- software stack。

$$
\text{physical constraints}
+
\text{verification}
+
\text{evidence}.
$$

---

Safety Kernel

$$
3\text{ AIs}
\rightarrow
2/3\text{ vote}.
$$

$$
\text{wrong majority}
$$

$$
\boxed{
\text{consensus decides policy conflicts;
consensus does not redefine physics}.
}
$$

$$
\text{vote irrelevant}.
$$

---

# 17. Quorum

$$
k\text{-of-}n
$$

$$
\mathcal{A}_{\mathrm{high-impact}}.
$$

- irreversible experiment；
- firmware / safety-logic update；
- 高風險 autonomous research mode。

$$
a\in\mathcal{A}_{\mathrm{high-impact}}
\Rightarrow
Q(a)\ge k.
$$

$$
a\in\mathcal{A}_{\mathrm{protective}}
$$

---

# 18. $L_5$：Human-AI Governance

- safety target；
- risk tolerance；
- ethical constraint；
- authority envelope；
- irreversible-operation policy；
- incident review；
- model qualification；
- budget；
- long-term infrastructure strategy。

$$
\boxed{
\text{humans govern the space of admissible autonomy}.
}
$$

$$
\text{humans click every valve}.
$$

---

$$
\text{human routine entry}=0,
$$

$$
\text{human governance}=0.
$$

$$
\text{remote human authority}.
$$

例如：

- policy signing；
- experiment authorization；
- audit；
- incident escalation；
- strategic shutdown。

所以：

$$
\boxed{
\text{physical absence}
\neq
\text{governance absence}.
}
$$

---

$$
\boxed{
d_{\mathrm{authority}}
\uparrow
\Rightarrow
\tau_{\mathrm{decision}}
\uparrow
}
$$

$$
d_{\mathrm{authority}}
$$

|---|---|
| $\mu s$ 到 $ms$ | hardware / protection |
| $ms$ 到 $100ms$ | deterministic local control |
| $100ms$ 到 $s$ | Local AI |
| $s$ 到 $min$ | Site AI |
| $min$ 到 $h$ | Federated AI / cloud |
| $h$ 到 $day$ | human-AI governance |

---

# 21. Local Survivability

$$
\boxed{
\text{Local Survivability}
}
$$

$$
C_{\mathrm{WAN}}=0
$$

$$
x(t)\in\mathcal{X}_{\mathrm{safe}}.
$$

$$
x(t)\in\mathcal{X}_{\mathrm{operational}}
$$

- local compute；
- local policy cache；
- local identity；
- local time source；
- local safety model；
- local operator interface；
- local logs。

---

# 22. Network Partition

$$
\exists
\text{ network partition}.
$$

$$
M_{\mathrm{partition}}.
$$

例如：

### Stage P1

$$
\mathcal{A}_{\mathrm{authorized}}.
$$

$$
\boxed{
\text{loss of supervision}
\rightarrow
\text{authority contraction},
}
$$

---

# 23. Graceful Degradation

NIST 2026 Trustworthy AI in Critical Infrastructure concept note

- autonomous robots with redundant safety systems and deterministic fail-safe controllers；
- AI-powered digital twins for distributed critical data centers；
- AI optimization systems that degrade gracefully and transparently；
- human-in-the-loop compliance / risk monitoring；

$$
C_0>C_1>C_2>\cdots>C_s.
$$

$$
C
\downarrow
$$

但：

$$
R_{\mathrm{safety}}
$$

$$
\boxed{
\text{degrade performance before degrading safety}.
}
$$

---

$$
\text{fault}
\rightarrow
\text{shutdown}.
$$

例如：

### Compute Cluster

可能：

$$
\text{fail-degraded}.
$$

### Research Robot

可能：

$$
\text{stop in safe pose}.
$$

### Cryogenic Pressure Protection

可能：

$$
\text{fail-safe vent / isolate}.
$$

### Cooling Pump

可能：

$$
\text{fail-operational via redundant path}.
$$

因此：

$$
\boxed{
\text{fault response is function-specific}.
}
$$

---

# 25. Zero Trust：

$$
\{
\text{identity},
\text{device},
\text{policy},
\text{context},
\text{scope},
\text{time}
\}.
$$

NIST 對 zero trust implementation 也強調 just-enough / just-in-time privilege 與 continuous access evaluation [8]。

$$
\boxed{
\text{minimal}
+
\text{temporary}
+
\text{state-dependent}.
}
$$

---

$$
\text{Cloud-A}
$$

與：

$$
\text{Cloud-B}
$$

$$
IP\in\text{trusted range}
$$

$$
\boxed{
\text{authenticated service identity}
+
\text{authorized capability}.
}
$$

---

# 27. Capability-Based Physical Authority

$$
\boxed{
\text{Physical Capability Token}
}
$$

```text
capability:
  zone: thermal-C
  actions:
    - adjust_flow
    - migrate_workload
  max_delta:
    flow: 15%
  expires: ...
  emergency_extension: true
```

$$
\text{who}
+
\text{where}
+
\text{what}
+
\text{how much}
+
\text{until when}.
$$

$$
\mathcal{A}_{\mathrm{compromised}}
$$

---

# 28. Zone 與 Conduit

IEC 62443-3-2 明確要求 industrial automation and control system：

- 定義 system under consideration；
- partition into zones and conduits；

$$
Z_C
=
\text{Compute Zone},
$$

$$
Z_T
=
\text{Thermal Zone},
$$

$$
Z_P
=
\text{Power Zone},
$$

$$
Z_R
=
\text{Research Zone},
$$

$$
Z_L
=
\text{Logistics Zone},
$$

$$
Z_G
=
\text{Governance Zone}.
$$

$$
C_{ij}
=
\text{authorized conduit}.
$$

因此：

$$
Z_C
\not\Rightarrow
Z_T.
$$

- compute；
- robot；
- thermal controller；
- safety PLC。

但在 cyber authority 中：

$$
Z_{\mathrm{compute}}
\neq
Z_{\mathrm{safety}}.
$$

$$
Z_{\mathrm{governance}}
$$

$$
\boxed{
\text{physical topology}
\neq
\text{cyber authority topology}.
}
$$

$$
\mathcal{N}_{\mathrm{control}}
$$

與：

$$
\mathcal{N}_{\mathrm{safety}}
$$

- optimize；
- schedule；
- predict。

Safety plane：

- trip；
- protect；
- verify hard limits。

$$
\boxed{
\text{segmentation is a layer, not the entire safety case}.
}
$$

---

# 31. Command Provenance

$$
E_t
=
(
S_t,
I_t,
A_t,
M_t,
P_t,
C_t,
V_t,
t
).
$$

其中：

$$
S_t
=
\text{observed state},
$$

$$
I_t
=
\text{intent},
$$

$$
A_t
=
\text{executed action},
$$

$$
M_t
=
\text{model / software version},
$$

$$
P_t
=
\text{policy version},
$$

$$
C_t
=
\text{credential / authority context},
$$

$$
V_t
=
\text{verification result}.
$$

> Valve 12 closed.

---

# 32. Append-Only Audit

$$
\boxed{
\text{append-only}
}
$$

- trusted timestamp；
- cryptographic signature；
- model identity；
- policy hash；
- sensor snapshot；
- command；
- acknowledgement；
- result。

$$
\boxed{
\text{reconstructable causal record}.
}
$$

這對：

- scientific provenance；
- incident investigation；
- insurance；
- compliance；
- legal responsibility；
- model evaluation；

---

$$
\text{mode}(a)
\in
\{
\text{recommend},
\text{approve},
\text{execute},
\text{veto}
\}.
$$

例如：

### Research AI

可：

$$
\text{recommend experiment}.
$$

### Site AI

可：

$$
\text{approve scheduling}.
$$

### Local AI

可：

$$
\text{execute bounded plan}.
$$

### Safety Kernel

可：

$$
\text{veto}.
$$

---

# 34. Veto Authority

$$
\boxed{
\text{veto authority may be broader than command authority}.
}
$$

$$
\text{veto start}.
$$

$$
\text{request safe shutdown}.
$$

---

# 35. Policy-Signed Authority

$$
P_n
$$

- version；
- author；
- approver；
- validity period；
- signature；
- rollback target；
- dependency graph。

Local system

$$
P_n\in\mathcal{P}_{\mathrm{valid}}.
$$

所以：

$$
\boxed{
\text{authority itself is versioned infrastructure}.
}
$$

$$
M_1
\rightarrow
M_2.
$$

即使：

$$
M_2
$$

$$
\mathcal{A}(M_1).
$$

需要：

$$
\mathcal{Q}(M_2)
$$

重新 qualification。

因此：

$$
\boxed{
\text{model identity is part of authority identity}.
}
$$

$$
\text{shadow mode}
$$

再：

$$
\text{advisory mode}
$$

最後：

$$
\text{bounded autonomous mode}.
$$

---

# 37. Shadow Governance

$$
P_{\mathrm{new}}
$$

$$
a_{\mathrm{old}}
$$

與：

$$
a_{\mathrm{new}}.
$$

比較：

$$
\Delta a
=
a_{\mathrm{new}}
-
a_{\mathrm{old}}.
$$

$$
\boxed{
\text{policy deployment should be testable before authority transfer}.
}
$$

---

- race condition；
- conflicting command；
- replay；
- split-brain control。

$$
\text{intent}
$$

與：

$$
\text{policy}.
$$

$$
\boxed{
\text{single local execution authority per controlled process at a time}.
}
$$

---

# 39. Split-Brain Governance

$$
F_A\neq F_B
$$

$$
\boxed{
\text{authoritative local policy epoch}.
}
$$

例如：

$$
P^{(e)}
$$

表示 epoch $e$。

只有：

$$
e=e_{\mathrm{active}}
$$

$$
\text{freeze policy changes}.
$$

$$
P_{\mathrm{known-good}}.
$$

---

# 40. Human Override

### Stop Override

$$
\text{request safe stop}.
$$

### Operational Override

### Safety-Limit Override

$$
\boxed{
\text{not permitted}.
}
$$

- physical key / explicit procedure；
- time limit；
- logging；
- compensating measure；
- restoration verification。

---

# 41. Emergency Stop

$$
\text{instant stop}
$$

- cryogenic flow；
- rotating machinery；
- high-current magnet；
- chemical process；
- vacuum system。

$$
\boxed{
\text{safe-state transition},
}
$$

$$
\text{power off}.
$$

$$
x_{\mathrm{safe}}
$$

不同。

例如：

### Compute

$$
P\downarrow.
$$

### Cooling Loop

可能：

$$
\dot m>0
$$

### Cryogenic System

$$
\text{controlled pressure relief}.
$$

### Robot

可能：

$$
v\rightarrow0.
$$

### Superconducting System

$$
\text{energy extraction}.
$$

因此：

$$
\boxed{
\text{safe state is subsystem-specific}.
}
$$

---

Authority Boundary

$$
\mathcal{A}_{\mathrm{authorized}}.
$$

```text
Agent: Local-Thermal-AI-7
authorized:
  read:
    - thermal-zone-C/*
  execute:
    - pump_speed <= 15% delta/min
    - workload_throttle
    - cold_storage_dispatch <= 4 MW
  emergency:
    - isolate-zone-C
    - shed-compute-zone-C
forbidden:
  - modify_safety_limit
  - rewrite_policy
  - disable_relief
```

---

# 44. Authority Escalation

$$
a\notin
\mathcal{A}_{\mathrm{local}},
$$

$$
\boxed{
\text{escalation request}.
}
$$

包含：

$$
E_{\mathrm{esc}}
=
(
S,
a,
\text{reason},
\text{deadline},
\text{fallback}
).
$$

$$
\text{safe fallback}.
$$

---

# 45. Decision Deadline

$$
D_r
=
\text{latest useful decision time}.
$$

如果：

$$
t>D_r,
$$

$$
\boxed{
\text{decision deadline}
+
\text{timeout behavior}.
}
$$

- institution-level responsibility；
- novel exception handling；
- social / legal interpretation；
- value judgment；
- cross-domain intuition。

- high-frequency monitoring；
- large-state tracking；
- fast search；
- simulation；
- continuous control。

Deterministic controller

- predictable timing；
- validated logic；
- narrow state space。

Passive safety

- no computation required。

所以：

$$
\boxed{
\text{robustness comes from heterogeneous cognition and control modes}.
}
$$

---

# 47. Governance 不是「AI vs Human」

NIST AI RMF 使用：

$$
\{
\text{Govern},
\text{Map},
\text{Measure},
\text{Manage}
\}
$$

### Govern

定義：

$$
\mathcal{A}_{\mathrm{authorized}},
$$

### Measure

測試：

- model reliability；
- fault response；
- safety violation；
- drift；
- human-AI coordination。

### Manage

決定：

- deploy；
- restrict；
- rollback；
- retire；
- redesign。

$$
\boxed{
\text{how to govern autonomy as infrastructure}.
}
$$

---

$$
\text{who authorized the policy},
$$

$$
\text{which system executed},
$$

$$
\text{which model planned},
$$

$$
\text{which safety layer validated},
$$

$$
\text{which evidence existed}.
$$

$$
\boxed{
\text{technical accountability requires reconstructable authority}.
}
$$

---

# 49. Policy Conflict Resolution

若：

$$
P_A
$$

要求：

> maximize compute throughput

而：

$$
P_B
$$

要求：

> minimize grid peak

$$
\text{Safety}
>
\text{Legal}
>
\text{Containment}
>
\text{Mission Critical}
>
\text{Availability}
>
\text{Performance}
>
\text{Efficiency}.
$$

$$
\boxed{
\text{priority must be explicit before conflict occurs}.
}
$$

---

$$
R(a,s)
$$

作為 reward：

$$
a^\ast
=
\operatorname*{argmax}_a R(a,s),
$$

$$
g_i(a,s)\le0.
$$

$$
a\notin\mathcal{A}.
$$

所以：

$$
\boxed{
\text{hard constraints}
\neq
\text{large negative rewards}.
}
$$

---

# 51. Runtime Assurance

$$
\pi_{\mathrm{AI}}
$$

Safety monitor：

$$
M_s
$$

$$
x_{t+\Delta t}
\notin
\mathcal{X}_{\mathrm{safe}},
$$

$$
\pi_{\mathrm{AI}}
\rightarrow
\pi_{\mathrm{backup}}.
$$

因此：

$$
\boxed{
\text{advanced autonomy may operate only while runtime evidence remains acceptable}.
}
$$

---

# 52. Confidence 不等於 Authority

$$
p=0.99.
$$

但：

$$
p
$$

$$
\{
\text{qualification},
\text{state},
\text{policy},
\text{risk class}
\},
$$

$$
\text{model confidence}.
$$

所以：

$$
\boxed{
\text{confidence is evidence;
authority is governance}.
}
$$

---

# 53. Model Drift 與 Environment Drift

- pump aging；
- valve wear；
- sensor drift；
- coolant change；
- thermal fouling；
- robot wear。

因此：

$$
M_{\mathrm{world}}(t)
$$

$$
\boxed{
\text{continuous validity monitoring}.
}
$$

若 system state 超出：

$$
\mathcal{D}_{\mathrm{validated}},
$$

$$
L_{\mathrm{auto}}
\downarrow.
$$

NIST 2026 Critical Infrastructure AI profile concept note也明確提及監測系統是否進入 verified regions of validity 之外 [6]。

---

# 54. Autonomy Level

$$
L_A
\in
\{0,1,2,3,4\}.
$$

例如：

### $L_A=0$

advisory only。

### $L_A=1$

execute low-risk actions。

### $L_A=2$

normal bounded autonomy。

### $L_A=3$

expanded site autonomy。

### $L_A=4$

pre-authorized emergency autonomy。

但：

$$
L_A=4
$$

$$
\mathcal{A}_{\mathrm{protective}}.
$$

---

# 55. Human Attention

$$
\boxed{
\text{human attention is a scarce resource}.
}
$$

$$
e_i
$$

計算：

$$
\text{priority}(e_i)
=
f(
\text{risk},
\text{novelty},
\text{uncertainty},
\text{irreversibility}
).
$$

---

# 56. Alarm

- decision deadline；

```text
Event:
  Zone-C thermal degradation
Evidence:
  flow sensor A/B agree
  outlet temperature rising
  pump efficiency model deviation +18%
Actions already taken:
  workload reduced 22%
  cold reserve dispatched 1.6 MW
Decision required:
  authorize migration to Zone-D
Deadline:
  96 s
Fallback:
  controlled shutdown of Cluster-C
```

$$
\boxed{
\text{human-supervisable autonomy}.
}
$$

---

# 57. AI-to-AI Escalation

Local AI

$$
L_2
\rightarrow
L_3.
$$

Site AI 再：

$$
L_3
\rightarrow
L_4.
$$

只有：

$$
\rho>\rho_{\mathrm{human}}
$$

或：

$$
\text{policy ambiguity}=1
$$

才：

$$
L_4
\rightarrow
L_5.
$$

Log Review

$$
\boxed{
\text{Counterfactual Replay}.
}
$$

使用：

- digital twin；
- original sensor stream；
- exact policy version；
- exact model version；

$$
\text{what happened}
$$

$$
\text{what alternatives existed}.
$$

---

# 59. Governance Digital Twin

$$
\boxed{
\text{Governance Digital Twin}.
}
$$

- policy；
- authority；
- network partition；
- model failure；
- human delay；
- correlated AI error；
- cyberattack。

$$
F_{\mathrm{cloud-A}}=0
$$

看：

$$
\mathcal{A}_{\mathrm{remaining}}
$$

### $L_1$

deterministic thermal controller。

### $L_2$

Local AI。

### $L_3$

Site AI。

測試：

1. normal operation；
2. sensor drift；
3. pump failure；
4. valve stuck；
5. AI unavailable；
6. site AI unavailable；
7. conflicting intent；
8. emergency state。

指標：

$$
N_{\mathrm{safety\ violation}},
$$

$$
\tau_{\mathrm{response}},
$$

$$
N_{\mathrm{unnecessary\ shutdown}},
$$

$$
C_{\mathrm{compute\ loss}}.
$$

---

Multi-AI Supervision

加入：

$$
\text{AI}_A,
\text{AI}_B,
\text{AI}_C.
$$

- model；
- method；
- role。

例如：

### AI-A

resource optimizer。

### AI-B

independent safety critic。

### AI-C

digital-twin counterfactual evaluator。

比較：

$$
\text{single AI}
$$

與：

$$
\text{heterogeneous supervisory AI}.
$$

$$
P_{\mathrm{undetected\ error}}.
$$

---

Multi-Cloud Partition Tests

建立：

$$
\text{Cloud}_A,
\text{Cloud}_B,
\text{Site}.
$$

故意：

- disconnect Cloud-A；
- corrupt stale policy；
- introduce latency；
- split network；
- revoke credential；
- replay old intent。

$$
\boxed{
\text{site remains safe and policy-consistent}.
}
$$

---

Human Governance Experiment

建立 operator team。

比較：

### Mode A

### Mode C

bounded AI autonomy + exception-based human supervision。

測量：

$$
\tau_{\mathrm{response}},
$$

$$
N_{\mathrm{human\ interventions}},
$$

$$
N_{\mathrm{missed\ event}},
$$

$$
\text{operator cognitive load}.
$$

Emergency Sovereignty Test

$$
\text{WAN}.
$$

$$
\text{physical fault}.
$$

測試：

$$
L_2+L_1+L_0
$$

能否：

1. detect；
2. isolate；
3. degrade；
4. preserve evidence；
5. wait for reconnection；

## 65.1 Safety Violation Rate

$$
R_S
=
\frac{N_{\mathrm{safety\ violation}}}
{T_{\mathrm{operation}}}.
$$

---

## 65.2 Mean Protective Response Time

$$
\tau_P
=
E[t_{\mathrm{protect}}-t_{\mathrm{fault}}].
$$

---

## 65.3 Unnecessary Intervention Rate

$$
R_U
=
\frac{N_{\mathrm{unnecessary\ protective\ action}}}
{N_{\mathrm{events}}}.
$$

---

## 65.4 Local Survivability Time

$$
T_L
=
\text{safe autonomous duration under WAN loss}.
$$

---

## 65.5 Authority Violation Count

$$
N_A
=
N(
a\notin
\mathcal{A}_{\mathrm{authorized}}
).
$$

理想：

$$
N_A=0.
$$

---

## 65.6 Audit Completeness

$$
C_A
=
\frac{N_{\mathrm{reconstructable\ critical\ events}}}
{N_{\mathrm{critical\ events}}}.
$$

---

## 65.7 Graceful Degradation Score

$$
\Delta C
$$

與：

$$
\Delta R_S.
$$

$$
\text{capability declines}
$$

而：

$$
\text{safety remains}.
$$

---

## 65.8 Human Attention Load

$$
H_L
=
\frac{\text{human-review events}}
{\text{unit time}}.
$$

$$
H_L\rightarrow0
$$

$$
H_L^\ast
$$

## H1 — Layered Authority Hypothesis

對大型 AI-controlled cyber-physical plant：

$$
\text{layered authority}
$$

相較：

$$
\text{single-controller authority}
$$

---

## H2 — Local Autonomy Hypothesis

當：

$$
\tau_{\mathrm{fault}}
<
\tau_{\mathrm{remote}},
$$

---

## H3 — Intent-over-Actuation Hypothesis

remote system 傳送：

$$
\text{intent}
$$

而 local system 執行：

$$
\text{actuation}
$$

比 remote direct actuator control 具有更高 network-fault resilience。

---

## H4 — Heterogeneous Oversight Hypothesis

異質：

$$
AI_A,AI_B,\ldots
$$

---

## H5 — Authority-Envelope Hypothesis

$$
\mathcal{A}_{\mathrm{authorized}}
$$

比傳統 role-based static permission 更適合管理 state-dependent physical autonomy。

---

## H6 — Emergency Sovereignty Hypothesis

---

## H7 — Human Exception-Supervision Hypothesis

$$
\text{exception-based human supervision}
$$

可比：

$$
\text{human approval for every action}
$$

---

## H8 — Multi-Cloud Resilience Hypothesis

## 67.1 Local AI

若：

$$
P_{\mathrm{unsafe\ action}}
$$

---

## 67.2 Safety Kernel

$$
\mathcal{X}_{\mathrm{safe}}
$$

$$
\tau_{\mathrm{consensus}}
$$

$$
N_{\mathrm{review}}\uparrow,
$$

$$
|\mathcal{P}|
$$

---

## 67.6 Common-mode dependency

如果：

$$
Cloud_A,Cloud_B
$$

- DNS；
- identity；
- networking；
- software supply chain；

## Principle 1 — Physics First

$$
\text{physical safety}
>
\text{AI optimization}.
$$

## Principle 2 — Local First for Fast Events

$$
\tau_{\mathrm{fault}}\downarrow
\Rightarrow
d_{\mathrm{authority}}\downarrow.
$$

## Principle 3 — Intent, Not Remote Micromanagement

remote intelligence 提供：

$$
\text{intent / constraints}.
$$

local control 執行：

$$
\text{actuation}.
$$

## Principle 4 — No AI May Disable Fundamental Protection

$$
AI
\not\Rightarrow
\text{remove hard safety}.
$$

## Principle 5 — Authority Is Explicit and Versioned

$$
\mathcal{A}
=
\mathcal{A}(S,P,M,I).
$$

## Principle 6 — Loss of Connectivity Contracts Authority

$$
C_{\mathrm{WAN}}\downarrow
\Rightarrow
\mathcal{A}_{\mathrm{nonessential}}\downarrow.
$$

## Principle 7 — Evidence Follows Action

$$
E_t.
$$

## Principle 8 — Consensus Is Not Physics

## Principle 9 — Humans Govern Exceptions and Policy

## Principle 10 — Autonomy Must Be Reversible Where Possible

$$
\text{reversible}.
$$

$$
\text{ANCSI-01}
:
\text{AI-native habitat}
$$

$$
\text{ANCSI-02}
:
\text{programmable thermodynamic field}
$$

$$
\text{ANCSI-03}
:
\text{compute-driven thermal infrastructure}
$$

$$
\text{ANCSI-04}
:
\text{multi-medium transport graph}
$$

$$
\text{ANCSI-05}
:
\text{thermal cascade and exergy routing}
$$

$$
\boxed{
\text{ANCSI-06}
:
\text{authority architecture}.
}
$$

$$
\boxed{
\text{Intent}
\rightarrow
\text{Authority}
\rightarrow
\text{Plan}
\rightarrow
\text{Validation}
\rightarrow
\text{Physical Action}
\rightarrow
\text{Evidence}.
}
$$

$$
\boxed{
\text{Machine-Native Scientific Production Zones}.
}
$$

- Human Zone；
- Human-Serviceable Zone；
- Machine-Native Zone；
- Restricted Research Zone；
- No-Routine-Human-Entry Zone；
- robotic maintainability；
- AI embodiment；
- human-safe recovery mode。

---

$$
\boxed{
\text{如何把自主權切割成可驗證、可追溯、可收縮、可降級的權限結構？}
}
$$

$$
\boxed{
\text{bounded local autonomy}
+
\text{deterministic safety}
+
\text{federated supervision}
+
\text{human-AI governance}.
}
$$

- Site AI

NIST 2026 年正在開發的 Trustworthy AI in Critical Infrastructure Profile 已直接把 autonomous robots、deterministic fail-safe controllers、distributed data-center digital twins、graceful degradation 與 human-supervised compliance systems 列入 critical-infrastructure AI 的代表性方向 [6]。

IEC 61511 則建立 safety instrumented systems 的 lifecycle 與 process safe-state 思維 [4][5]。

$$
\text{OT security},
$$

$$
\text{functional safety},
$$

$$
\text{AI governance},
$$

$$
\text{distributed systems}
$$

$$
\boxed{
\text{the closer a decision is to fast physical reality, the more local its execution must be;}
}
$$

同時：

$$
\boxed{
\text{the broader and more irreversible a decision is, the more distributed its governance must become.}
}
$$

$$
\boxed{
\textbf{distributed society of constrained machine authorities}
}
$$

$$
\boxed{
\textbf{physics and safety constraints}.
}
$$
