Rufus E. Miles Jr. 在美國公共行政經驗中提出此一格言，後於 1978 年發表〈The Origin and Meaning of Miles' Law〉。

$$
P
\longrightarrow
\left(
I,R,C,H,A
\right)
\longrightarrow
Q
\longrightarrow
J
$$

$$
Q_{\mathrm{critic}}
\subsetneq
Q_{\mathrm{administrator}}
$$

Where you stand depends on where you sit

Miles's Law

> Where you stand depends on where you sit.

Rufus E. Miles Jr. 在 1978 年於 *Public Administration Review* 發表〈The Origin and Meaning of Miles' Law〉，正式記錄這句格言的來源與意義。[1][2]

$$
\boxed{
\text{institutional position}
\longrightarrow
\text{attitude / judgment}
}
$$

$$
P\Rightarrow J
$$

$$
B=\text{belief}
$$

$$
V=\text{values}
$$

$$
E=\text{experience}
$$

$$
K=\text{knowledge}
$$

$$
S=\text{social background}
$$

$$
J
=
f(
P,B,V,E,K,S,\ldots
)
$$

$$
J=P
$$

所以：

$$
\boxed{
\text{position conditions judgment}
\neq
\text{position completely determines judgment}
}
$$

---

$$
\boxed{
P
\text{ 是重要變量，但不是唯一變量。}
}
$$

$$
I(P)=\text{Information}
$$

$$
R(P)=\text{Responsibility}
$$

$$
C(P)=\text{Consequences}
$$

$$
H(P)=\text{Time Horizon}
$$

$$
A(P)=\text{Action Set}
$$

所以：

$$
\boxed{
P
\longrightarrow
(I,R,C,H,A)
}
$$

$$
P\longrightarrow\text{interest}
$$

$$
I_T
$$

若：

$$
I_H\subset I_T
$$

$$
I_H=
\left\{
\text{復活願望}
\right\}
$$

$$
I_T=
\left\{
I_H,
\text{大量他者的同類請求}
\right\}
$$

因此：

$$
\boxed{
\text{不同判斷}
\not\Rightarrow
\text{必然存在惡意}
}
$$

$$
R_R=
\left\{
\text{保護受害者}
\right\}
$$

$$
R_G=
\left\{
\text{承擔失敗}
\right\}
$$

因此：

$$
R_R\subsetneq R_G
$$

$$
\text{Policy}_A
$$

$$
C_R=
\text{argumentative consequence}
$$

$$
\text{Policy}_A
$$

$$
C_G=
\left\{
\text{resource loss},
\text{security failure},
\text{legal liability},
\text{social conflict},
\text{long-term damage}
\right\}
$$

因此：

$$
C_R\neq C_G
$$

$$
\operatorname{ErrorCost}
$$

$$
H_R=t_0\rightarrow t_1
$$

$$
H_G=t_0\rightarrow t_n
$$

$$
U_{\mathrm{short}}>0
$$

但：

$$
U_{\mathrm{long}}<0
$$

$$
\operatorname{TimeHorizon}
$$

$$
A_R=
\left\{
\text{criticize},
\text{protest},
\text{exit}
\right\}
$$

$$
A_G=
\left\{
\text{allocate},
\text{enforce},
\text{regulate},
\text{compromise},
\text{delay},
\text{reform}
\right\}
$$

$$
A(P)
$$

$$
\boxed{
\text{position changes not only answers, but available questions and actions.}
}
$$

---

$$
\boxed{
\operatorname{PCC}
=
\text{Position-Conditioned Cognition}
}
$$

$$
P
\longrightarrow
\left(
I,R,C,H,A
\right)
\longrightarrow
Q
\longrightarrow
J
$$

其中：

$$
Q=\text{Question Space}
$$

$$
J=\text{Judgment}
$$

這比：

$$
P\rightarrow J
$$

---

Question Space

$$
Q_R=
\left\{
q_1,q_2,q_3
\right\}
$$

$$
Q_G=
\left\{
q_1,q_2,q_3,q_4,\ldots,q_n
\right\}
$$

$$
\boxed{
Q_R\subsetneq Q_G
}
$$

$$
\boxed{
\text{position asymmetry}
\not\Rightarrow
\text{epistemic monopoly}
}
$$

$$
\boxed{
\text{outsider perspective}
\not\Rightarrow
\text{complete system knowledge}
}
$$

$$
P_0=\text{Rebel}
$$

然後：

$$
P_1=\text{Administrator}
$$

$$
P_0\rightarrow P_1
$$

$$
I_0\rightarrow I_1
$$

$$
R_0\rightarrow R_1
$$

$$
C_0\rightarrow C_1
$$

$$
H_0\rightarrow H_1
$$

$$
A_0\rightarrow A_1
$$

因此：

$$
Q_0\rightarrow Q_1
$$

最後：

$$
J_0\rightarrow J_1
$$

$$
\boxed{
\text{position transition}
\rightarrow
\text{judgment transition}
}
$$

$$
\Delta J
=
f(\Delta\text{Interest})
$$

$$
\Delta J
=
f(\Delta I)
$$

$$
\Delta J
=
f(\Delta R)
$$

$$
\Delta J
=
f(\Delta C)
$$

$$
\Delta J
=
f(\Delta\text{RoleIdentity})
$$

$$
\Delta J
=
f(\text{hypocrisy / self-interest})
$$

$$
\boxed{
\Delta J
\not\Rightarrow
\text{Hypocrisy}
}
$$

$$
P_0\rightarrow P_1
$$

Miles's Law 是：

$$
\text{descriptive tendency}
$$

$$
\text{normative justification}
$$

所以：

$$
\boxed{
\text{position explains}
\not\Rightarrow
\text{position justifies}
}
$$

$$
P\rightarrow J
$$

$$
J=\text{right}
$$

$$
\boxed{
\text{Why someone believes }X
\neq
\text{Whether }X\text{ is correct}
}
$$

$$
\boxed{
\text{Why a manager changes position}
\neq
\text{Whether the new position is justified}
}
$$

$$
\text{employee}
\rightarrow
\text{manager}
\rightarrow
\text{CEO}
$$

$$
\text{user}
\rightarrow
\text{moderator}
\rightarrow
\text{administrator}
$$

$$
\text{player}
\rightarrow
\text{designer}
\rightarrow
\text{operator}
$$

$$
\text{child}
\rightarrow
\text{parent}
$$

$$
\text{reader}
\rightarrow
\text{reviewer}
\rightarrow
\text{editor}
$$

$$
P\rightarrow(I,R,C,H,A)
$$

---

$$
U=
\text{interface}
$$

$$
S=
\left\{
\text{logs},
\text{security},
\text{resource usage},
\text{abuse},
\text{failure modes}
\right\}
$$

所以：

$$
I_U\neq I_S
$$

$$
\text{fraud}
+
\text{abuse}
+
\text{capacity}
+
\text{security}
$$

$$
\boxed{
\text{不同位置的問題集合真的不同。}
}
$$

---

$$
T=\operatorname{Admin}(W)
$$

$$
U(W)
=
f(
H_1,H_2,\ldots,H_n
)
$$

以及：

$$
\operatorname{Integrity}(W)
$$

$$
\operatorname{Stability}(W)
$$

$$
\operatorname{Survival}(W)
$$

因此：

$$
\boxed{
\text{local optimization}
\neq
\text{global coordination}
}
$$

$$
q_1:
\text{Why may I not do }X?
$$

$$
q_2:
\text{What if everyone may do }X?
$$

$$
\operatorname{Universalize}(X)
$$

$$
\forall H_i,
\quad
\operatorname{ModifyTime}(H_i)=1
$$

$$
\boxed{
\text{individual feasibility}
\neq
\text{system-wide feasibility}
}
$$

---

$$
\exists x:
\operatorname{Harm}(S,x)
$$

$$
\forall x\in D,
\quad
\operatorname{Alternative}(S',x)
$$

$$
\boxed{
\text{Critique Perspective}
\neq
\text{Administration Perspective}
}
$$

$$
P=P_G
$$

$$
\text{local suffering}
$$

$$
\text{minority experience}
$$

$$
\text{front-line failure}
$$

$$
P=P_C
$$

$$
\text{global constraints}
$$

$$
\text{coordination costs}
$$

$$
\text{long-term externalities}
$$

因此：

$$
\boxed{
I_C\cup I_G
>
I_C
}
$$

且：

$$
\boxed{
I_C\cup I_G
>
I_G
}
$$

$$
\boxed{
\text{每個位置看見什麼，又看不見什麼？}
}
$$

即：

$$
V(P)=
\left(
\operatorname{Visible}(P),
\operatorname{BlindSpot}(P)
\right)
$$

$$
\boxed{
\text{position}
\rightarrow
\text{visibility structure}
}
$$

$$
P_0\rightarrow P_1
$$

$$
J_0\neq J_1
$$

因為：

$$
I_0\neq I_1
$$

$$
R_0\neq R_1
$$

$$
C_0\neq C_1
$$

所以：

$$
\boxed{
\text{立場變化}
\not\Rightarrow
\text{人格變化}
}
$$

$$
B(P)=\text{benefit}
$$

$$
S(P)=\text{status}
$$

$$
K(P)=\text{control}
$$

$$
J
=
f(
I,R,C,H,A,B,S,K,V,E
)
$$

所以：

$$
\boxed{
\text{Position-Conditioned Cognition}
\neq
\text{Position-Innocence Theory}
}
$$

$$
\rho(P)=\text{Role Perception}
$$

所以：

$$
P
\longrightarrow
\rho
\longrightarrow
J
$$

$$
\boxed{
\text{同一張椅子，也可能坐出不同立場。}
}
$$

Miles's Law

$$
I(P,H)
$$

$$
I(P)
$$

$$
\boxed{
J=
f(
P,H,I,R,C,A,\ldots
)
}
$$

---

$$
\forall H,
\quad
P(H)\Rightarrow J(H)
$$

而是：

$$
\boxed{
P(H)
\text{ 改變了 }H\text{ 所面對的認知與責任環境。}
}
$$

$$
P
\longrightarrow
E_P
$$

其中：

$$
E_P=
\left(
I,R,C,H,A
\right)
$$

再由：

$$
J=f(E_P,V,K,\rho,\ldots)
$$

$$
H_0=\text{rebel}
$$

在：

$$
t_0
$$

$$
H_0\rightarrow T_1
$$

$$
10^{12}
$$

$$
q=
\text{Why not allow freedom?}
$$

變成：

$$
Q=
\text{How can conflicting freedoms coexist?}
$$

$$
\boxed{
\text{question-space expansion}
}
$$

---

$$
\text{betrayal}
$$

$$
\text{new information}
$$

$$
\text{multi-agent conflict}
$$

$$
\text{system integrity constraint}
$$

$$
J_{\mathrm{before}}
$$

與：

$$
J_{\mathrm{after}}
$$

$$
J_{\mathrm{before}}\neq J_{\mathrm{after}}
$$

$$
\text{same constraint}
$$

$$
\text{same solution}
$$

$$
S_1
$$

且：

$$
S_1>S_0
$$

所以：

$$
\boxed{
\text{理解管理困難}
\not\Rightarrow
\text{接受舊管理方式}
}
$$

$$
\boxed{
\operatorname{PositionCounterfactual}
}
$$

$$
P_0
\rightarrow
P_1
$$

$$
\Delta I
$$

$$
\Delta R
$$

$$
\Delta C
$$

$$
\Delta Q
$$

$$
\text{counterfactual governance depth}
$$

$$
P_G
\rightarrow
P_C
$$

$$
\text{self-serving rule}
$$

與：

$$
\text{asymmetric burden}
$$

因此：

$$
\boxed{
\text{位置反事實應該是雙向的。}
}
$$

---

$$
\text{Critic Blindness}
$$

$$
\text{Administrator Blindness}
$$

$$
PCF=
\text{Position Counterfactual}
$$

則：

$$
PCF(C\rightarrow G)
$$

與：

$$
PCF(G\rightarrow C)
$$

$$
\operatorname{BlindSpot}(P)>0
$$

$$
P^\*=\text{perfect position}
$$

而是：

$$
\mathcal{P}
=
\left\{
P_1,P_2,\ldots,P_n
\right\}
$$

透過：

$$
\operatorname{CrossCheck}(\mathcal{P})
$$

$$
\boxed{
\text{multi-positional observation}
}
$$

$$
\boxed{
\text{single-position epistemic monopoly}
}
$$

Miles's Law

$$
\boxed{
P\rightarrow J
}
$$

$$
\boxed{
P
\rightarrow
(I,R,C,H,A,\rho)
\rightarrow
Q
\rightarrow
J
}
$$

$$
\rho=\text{role perception}
$$

$$
J=
f(
V,K,E,\ldots
)
$$

因此：

$$
\boxed{
\text{位置改變的核心，不只是立場改變，而是世界切片改變。}
}
$$

---

$$
\boxed{
\text{Position conditions judgment but does not fully determine it.}
}
$$

$$
\boxed{
P
\longrightarrow
(I,R,C,H,A)
}
$$

$$
\boxed{
Q_{\mathrm{critic}}
\subsetneq
Q_{\mathrm{administrator}}
}
$$

$$
\boxed{
\Delta J
\not\Rightarrow
\text{Hypocrisy}
}
$$

$$
\boxed{
\text{position explains}
\not\Rightarrow
\text{position justifies}
}
$$

$$
\boxed{
\text{manager perspective}
\neq
\text{epistemic monopoly}
}
$$

$$
\boxed{
\text{critic perspective}
\neq
\text{complete system model}
}
$$

$$
\boxed{
\text{multi-positional observation}
>
\text{single-position observation}
}
$$

$$
\boxed{
\text{成熟治理需要能在不同位置之間進行反事實切換。}
}
$$

---

「Where you stand depends on where you sit」

$$
\boxed{
\text{你坐的位置，會改變你看見什麼、必須回答什麼、承擔什麼，以及能做什麼。}
}
$$

因此：

$$
P
\longrightarrow
\text{World Slice}
$$

而：

$$
\text{World Slice}
\longrightarrow
J
$$

$$
\boxed{
\text{批判視角與管理視角是兩種不同的認知位置。}
}
$$

$$
\boxed{
\text{那張椅子附帶的完整問題集合。}
}
$$

$$
\boxed{
\text{作者。}
}
$$
