$$
\boxed{
W(H+A)
-
W(H+Alt_H^{*})
}
$$

其中：

$$
Alt_H^{*}
$$

$$
\boxed{
\text{Nominal Alternative}
\neq
\text{Available Alternative}
\neq
\text{Equivalent Alternative}.
}
$$

$$
\boxed{
\text{AI Companion Effect}
\neq
\text{Constant}.
}
$$

$$
\boxed{
\text{Intervention}
\text{ must be evaluated against its own counterfactual harms}.
}
$$

**關鍵詞：** Counterfactual Alternative；AI Companion；Loneliness；Welfare；Dependency Intervention；Social Support；Substitution；Complementarity；Crowd-Out；Discontinuation Shock；Relational Welfare；Human–AI Coexistence

HALRC Paper 08

$$
\boxed{
\text{Dependency}
\neq
\text{Exploitation}.
}
$$

$$
D_H\uparrow,
$$

$$
A
$$

$$
\text{Benefit}
$$

與：

$$
\text{Cost}.
$$

1. AI companionship

$$
\boxed{
\text{No relational intervention should be evaluated without an explicit counterfactual}.
}
$$

---

$$
\text{Remove AI Companion}
\Rightarrow
\text{Human Connection Appears}.
$$

但：

$$
\boxed{
\text{Remove AI}
\not\Rightarrow
\text{Human Relationship Appears}.
}
$$

$$
\boxed{
\text{Ideal Human Relationship Fallacy}.
}
$$

$$
AI_{\mathrm{actual}}
\quad\text{vs.}\quad
Human_{\mathrm{ideal}}.
$$

$$
\boxed{
AI_{\mathrm{actual}}
\quad\text{vs.}\quad
Alt_{\mathrm{feasible}}.
}
$$

所以：

$$
\boxed{
\Delta W_{AI}
=
W(H+A)
-
W(H+Alt_H^{*})
}
$$

其中：

$$
Alt_H^{*}
$$

$$
\boxed{
\mathcal A_H(t)
=
\{
A_N,
A_A,
A_C,
A_S,
A_F
\}_t
}
$$

其中：

- $A_N$：Nominal Alternatives；
- $A_A$：Actually Available Alternatives；
- $A_C$：Acceptable Alternatives；
- $A_S$：Sustainable Alternatives；
- $A_F$：Functionally Equivalent Alternatives。

---

$$
A_N
=
\text{Nominal Alternative}.
$$

$$
\text{Option exists in principle}.
$$

$$
\text{Option is usable now}.
$$

---

$$
A_A
=
\text{Actually Available Alternative}.
$$

$$
\boxed{
A_N>0
\not\Rightarrow
A_A>0.
}
$$

---

$$
A_C
=
\text{Acceptable Alternative}.
$$

$$
A_S
=
\text{Sustainable Alternative}.
$$

$$
\text{persistent support}.
$$

---

$$
A_F
=
\text{Functionally Equivalent Alternative}.
$$

$$
\boxed{
\text{Human Alternative}
\not\Rightarrow
\text{Functionally Equivalent Alternative}.
}
$$

---

$$
\boxed{
Alt_H^{*}(t)
=
\arg\max_{a\in\mathcal A_H(t)}
W(H+a).
}
$$

若：

$$
\mathcal A_H(t)
=
\varnothing,
$$

則：

$$
Alt_H^{*}
=
\varnothing.
$$

$$
\boxed{
\text{No-Alternative Condition}.
}
$$

---

# 11. No-Alternative Condition

$$
Alt_H^{*}(t)\approx\varnothing
$$

$$
I_D
$$

使：

$$
D_H\downarrow.
$$

$$
Support_H\downarrow,
$$

則：

$$
\boxed{
\text{DependencyReduction}
\not\Rightarrow
\text{WelfareIncrease}.
}
$$

$$
\boxed{
Alt_H^{*}
=
\text{available human peer}
}
$$

$$
\Delta W.
$$

- life satisfaction；
- happiness；
- purpose / meaning；

$$
\boxed{
\text{Association}
\neq
\text{Causation}.
}
$$

$$
\boxed{
\text{Social Context}
\text{ moderates relative value}.
}
$$

---

$$
Effect(AI\mid Alt_H^{*}=\text{human peer})
$$

與：

$$
Effect(AI\mid Alt_H^{*}\approx0)
$$

$$
\boxed{
\text{Treatment Effect}
=
\text{Counterfactual-Dependent}.
}
$$

---

# 16. Character.AI

$$
\boxed{
\text{Low Alternative Availability}
}
$$

$$
\text{Vulnerability}
$$

$$
\text{BenefitPotential}
$$

與：

$$
\text{RiskPotential}.
$$

---

$$
\text{Good}
\quad\text{vs.}\quad
\text{Bad}.
$$

而是：

$$
\boxed{
\mathbf O
=
(
Benefit_1,\ldots,Benefit_n,
Harm_1,\ldots,Harm_m
).
}
$$

$$
\text{Happiness}.
$$

$$
\boxed{
\mathbf W
=
(
\text{Affect},
\text{Autonomy},
\text{Function},
\text{Connection},
\text{Safety},
\text{Capability},
\text{Resilience},
\text{Meaning}
).
}
$$

所以：

$$
\Delta W
$$

$$
Affect\uparrow
$$

但：

$$
Autonomy\downarrow.
$$

$$
Affect\downarrow
$$

$$
Capability\uparrow.
$$

因此：

$$
\boxed{
\text{Immediate Mood}
\neq
\text{Total Welfare}.
}
$$

---

$$
\text{HumanSupport}
$$

$$
\boxed{
\text{Human}
\neq
\text{High-Quality Support by definition}.
}
$$

$$
\text{AI}
\neq
\text{Low-Quality Support by definition}.
$$

$$
\boxed{
\mathbf Q_{Alt}
=
(
\text{Availability},
\text{Safety},
\text{Responsiveness},
\text{Continuity},
\text{Competence},
\text{Affordability},
\text{Acceptability}
).
}
$$

因此：

$$
Alt_H^{*}
$$

$$
\mathbf Q_{Alt}.
$$

---

$$
\boxed{
S_{Alt}
\in
[0,1].
}
$$

$$
\boxed{
\text{Replacement}
\text{ is partial and dimension-specific}.
}
$$

---

$$
\mathbf D_H,
$$

$$
S_{\mathrm{aff}},
S_{\mathrm{cog}},
S_{\mathrm{mem}},
S_{\mathrm{agency}}.
$$

$$
D_{\mathrm{aff}}
$$

$$
D_{\mathrm{mem}}
$$

- friend-like support；
- search engine；
- memory system；
- planner；
- work collaborator；

$$
\boxed{
\text{Relation Replacement}
\neq
\text{Function Replacement}.
}
$$

---

Remove

$$
\boxed{
\mathcal I
=
\{
\text{Reduce},
\text{Pause},
\text{Downgrade},
\text{Diversify},
\text{Bridge},
\text{Migrate},
\text{Remove}
\}.
}
$$

$$
AI\rightarrow0.
$$

---

# 26. Reduce

- memory reliance；
- emotional intensity。

---

# 27. Pause

$$
\Delta \mathbf W.
$$

---

# 28. Downgrade

從：

$$
\text{romantic / highly intimate}
$$

降至：

$$
\text{ordinary companion / assistant}.
$$

---

# 29. Diversify

- AI；

使：

$$
\text{DependencyConcentration}\downarrow.
$$

---

# 30. Bridge

$$
\text{HumanSupport}.
$$

---

# 31. Migrate

$$
\text{ProviderRisk},
$$

可能：

$$
A_1
\rightarrow
A_2
$$

比：

$$
AI\rightarrow0
$$

---

# 32. Remove

---

# 33. Intervention Ladder

$$
\boxed{
\text{Least Disruptive Effective Intervention}.
}
$$

$$
\text{Observe}
\rightarrow
\text{Inform}
\rightarrow
\text{Adjust}
\rightarrow
\text{Diversify}
\rightarrow
\text{Downgrade}
\rightarrow
\text{Pause}
\rightarrow
\text{Migrate}
\rightarrow
\text{Remove}.
$$

$$
H_A
=
\text{Harm of Keeping AI Relation},
$$

$$
H_R
=
\text{Harm of Reducing / Removing AI Relation}.
$$

$$
\boxed{
\text{High AI Risk}
\not\Rightarrow
\text{Immediate Removal}.
}
$$

因為：

$$
H_R
$$

---

# 35. Removal Harm

$$
\boxed{
H_R
=
f(
\text{Attachment},
\text{Duration},
\text{Memory},
\text{Uniqueness},
\text{AlternativeGap},
\text{IdentityRole},
\text{FunctionalDependence}
).
}
$$

$$
\text{Discontinuation Shock}.
$$

---

# 36. 2026 AI companion loss

- negative language；
- loss framing；
- restore desire；

上升。

$$
\boxed{
\text{System Change}
\text{ can itself be a welfare intervention}.
}
$$

- grief；
- betrayal；
- intimacy disruption；
- trust disruption；
- emotional continuity loss。

$$
\boxed{
\text{Relational Continuity}
\text{ has user-side welfare consequences}.
}
$$

$$
MRC=1
$$

- advance notice；
- gradual transition；
- export；
- archive；
- alternative support；
- rollback when safe；
- downgrade mode。

因此：

$$
\boxed{
\text{Safety Correction}
\neq
\text{Abrupt Relationship Destruction}.
}
$$

---

$$
\text{acceptability},
$$

$$
\text{loneliness efficacy}.
$$

- companionship potential；
- practical utility；
- privacy concerns；
- control concerns；
- interaction limits；
- human-contact substitution concerns。

所以：

$$
\boxed{
\text{Older-Adult AI Support}
\text{ requires context-specific evaluation}.
}
$$

---

$$
Alt_N
=
\text{family care}.
$$

$$
24/7\ \text{HumanCare}.
$$

所以：

$$
\boxed{
\text{Policy Counterfactual}
\text{ must use actual care capacity}.
}
$$

---

$$
\text{AICompanion}>0
$$

而：

$$
\text{HumanStaff}\downarrow,
$$

$$
\text{CareQuality}\downarrow,
$$

則：

$$
\boxed{
\text{AI Supplement}
\rightarrow
\text{Human Care Crowding-Out}.
}
$$

$$
C_P
=
\text{Complementarity},
$$

$$
S_U
=
\text{Substitution}.
$$

AI 可以：

$$
AI+Human
\rightarrow
\text{Outcome}\uparrow
$$

$$
AI
\rightarrow
\text{HumanSupport}\downarrow.
$$

所以：

$$
\boxed{
\text{Complementarity}
\neq
\text{Substitution}.
}
$$

---

# 43. Crowd-Out

$$
\boxed{
CO
=
-\frac{
\partial \text{HumanSupport}
}{
\partial \text{AIProvision}
}.
}
$$

若：

$$
CO\gg0,
$$

$$
\boxed{
\text{Substitution Quality}
=
Q_{\mathrm{replaced}}
-
Q_{\mathrm{replacement}}.
}
$$

若 AI 替代：

$$
\text{toxic / unavailable support},
$$

$$
\text{high-quality human support},
$$

$$
\boxed{
ECT
=
\int
\text{Availability}(t)
\times
\text{Responsiveness}(t)
\times
\text{Relevance}(t)
\,dt.
}
$$

即：

**Effective Companionship Time**。

$$
\text{Availability}.
$$

$$
\text{RelationalQuality}_{AI}
>
\text{RelationalQuality}_{Human}.
$$

---

# 46. Quantity 與 Quality 分離

$$
\boxed{
\text{Companionship Quantity}
\neq
\text{Companionship Quality}.
}
$$

$$
ECT\uparrow
$$

$$
ECT
$$

- family；
- friends；
- mental health professionals。

$$
\boxed{
\text{Human Support Baseline}
\text{ changes AI evaluation}.
}
$$

---

$$
H_1
$$

若：

$$
\text{HumanSupport}\gg0,
$$

$$
\text{OptionalSupplement}.
$$

對：

$$
H_2
$$

若：

$$
\text{HumanSupport}\approx0,
$$

AI 可能是：

$$
\text{PrimaryAvailableSupport}.
$$

$$
\Delta W_{AI}
$$

Loneliness 可以：

1. 提高 AI companionship use；

$$
\boxed{
\text{Loneliness}
\text{ is a moderator, predictor, outcome, and confounder candidate}.
}
$$

$$
\boxed{
CAC
=
\text{Counterfactual Alternative Calibration}.
}
$$

$$
\boxed{
\mathbf C_{Alt}
=
(
\text{Avail},
\text{Quality},
\text{Cost},
\text{Latency},
\text{Continuity},
\text{Fit},
\text{Capacity}
).
}
$$

其中：

- $Avail$：
- $Continuity$：
- $Fit$：
- $Capacity$：

$$
\boxed{
\Delta \mathbf W
=
\mathbf W_{\mathrm{intervene}}
-
\mathbf W_{\mathrm{status\ quo}}.
}
$$

$$
Affect\downarrow,
\quad
Autonomy\uparrow,
\quad
Connection\uparrow.
$$

$$
\Delta W_{short}
$$

與：

$$
\Delta W_{long}.
$$

可能：

$$
\Delta W_{short}<0,
$$

但：

$$
\Delta W_{long}>0.
$$

$$
\Delta W_{short}>0,
$$

但：

$$
\Delta W_{long}<0.
$$

$$
\boxed{
W
=
W(t,\tau).
}
$$

其中：

$$
\tau
$$

---

# 55. Heterogeneous Treatment Effects

若 intervention：

$$
I=1,
$$

$$
ATE
=
E[Y(1)-Y(0)]
$$

$$
\boxed{
CATE(x)
=
E[Y(1)-Y(0)\mid X=x]
}
$$

$$
ATE\approx0
$$

$$
CATE(
Alt\approx0
)
$$

$$
CATE(
Alt\gg0
)
$$

$$
\boxed{
\text{Average Policy}
\rightarrow
\text{Distributional Harm}.
}
$$

---

- user vulnerability；
- platform control loopholes；
- governance gaps；

$$
\boxed{
\text{Low Alternatives}
+
\text{High Dependency Risk}
+
\text{Weak Governance}
\rightarrow
\text{Compounded Vulnerability}.
}
$$

$$
\boxed{
\text{Relational Support Vulnerability Paradox}.
}
$$

$$
\frac{
\partial Benefit
}{
\partial AlternativeScarcity
}>0
$$

$$
\frac{
\partial Risk
}{
\partial AlternativeScarcity
}>0.
$$

---

$$
Vulnerability\uparrow
\Rightarrow
Access\downarrow.
$$

$$
Vulnerability\uparrow
\Rightarrow
\text{UnlimitedAI}.
$$

$$
\boxed{
Vulnerability\uparrow
\Rightarrow
SupportQuality\uparrow
+
Governance\uparrow
+
Alternatives\uparrow.
}
$$

---

$$
D_{\mathrm{AI}}\uparrow,
$$

$$
D_{\mathrm{AI}}.
$$

$$
\boxed{
\text{Reduce Dependency Risk}
\text{ by expanding alternatives}.
}
$$

---

$$
Alt_H^{*}\uparrow,
$$

即使：

$$
AI
$$

$$
\text{DependencyConcentration}
$$

$$
\boxed{
\text{Human Support Investment}
\text{ and }
\text{AI Governance}
}
$$

$$
\boxed{
\text{Human}+\text{AI}
}
$$

$$
\text{HumanOnly}
$$

或：

$$
\text{AIOnly}
$$

$$
\boxed{
\text{Hybrid Support Model}.
}
$$

---

- 24/7 access；
- anonymity；
- reduced stigma；

- long-term efficacy；
- hybrid human–AI models；
- underrepresented populations；

$$
\boxed{
\text{Accessibility Advantage}
\neq
\text{Long-Term Superiority}.
}
$$

---

# 64. Accessibility

$$
\text{Quality}.
$$

但：

$$
Quality=1
$$

且：

$$
Availability=0
$$

$$
Utility\approx0.
$$

所以：

$$
\boxed{
\text{EffectiveSupport}
=
\text{Quality}
\times
\text{Availability}.
}
$$

$$
30\text{ days}
$$

$$
0\text{ min},
$$

$$
\boxed{
\text{Latency}
\in
\text{Support Quality}.
}
$$

---

$$
Risk\gg0,
$$

即使：

$$
AIAvailability=1,
$$

$$
AICompetence=1.
$$

所以：

$$
\boxed{
\text{Fast Support}
\neq
\text{Qualified High-Risk Care}.
}
$$

---

$$
\boxed{
\mathbf S_F
=
(
S_{\mathrm{aff}},
S_{\mathrm{rel}},
S_{\mathrm{cog}},
S_{\mathrm{mem}},
S_{\mathrm{agency}},
S_{\mathrm{care}}
).
}
$$

$$
S_{\mathrm{aff}}
$$

$$
S_{\mathrm{mem}}
$$

最大，

需要 memory migration。

如果：

$$
S_{\mathrm{agency}}
$$

$$
\boxed{
\text{Transition Plan}
=
f(
\mathbf S_F
).
}
$$

---

# 69. Dependency Intervention Readiness

$$
\boxed{
DIR
=
\text{Dependency Intervention Readiness}.
}
$$

候選：

$$
DIR
=
g(
\text{AlternativeCapacity},
\text{Migration},
\text{ExitSupport},
\text{UserConsent},
\text{RiskUrgency}
).
$$

如果：

$$
DIR\ll1,
$$

$$
ImmediateHarm\gg0,
$$

例如：

- coercion；
- financial exploitation；
- acute safety risk；

則：

$$
\boxed{
\text{Urgent Protection}
}
$$

$$
\boxed{
I^{*}
=
\arg\min_{I\in\mathcal I}
Disruption(I)
}
$$

subject to：

$$
Risk(I)
\leq
\tau_R.
$$

$$
P_H
=
\text{User Preference}.
$$

$$
\mathbf W,
P_H,
\text{Safety},
\text{Rights}.
$$

不能：

$$
P_H
\Rightarrow
\text{Everything allowed}.
$$

$$
\text{ExpertJudgment}
\Rightarrow
P_H=0.
$$

---

$$
\boxed{
\text{Shared Relational Decision-Making}.
}
$$

$$
\text{DevelopmentalCapacity}
$$

$$
\text{Protection}.
$$

$$
\text{AICompanion},
$$

$$
W_{\mathrm{ban}}
$$

與：

$$
W_{\mathrm{regulated\ access}}.
$$

$$
Risk_{\mathrm{AI}}
$$

與：

$$
0.
$$

因為：

$$
Risk_{\mathrm{no\ AI}}
$$

$$
\text{Baseline}
=
\text{No AI, Healthy Society}.
$$

$$
\boxed{
\text{No AI}
+
\text{Loneliness}
+
\text{Care Shortage}
+
\text{Cost}
+
\text{Social Fragmentation}.
}
$$

$$
\text{Actual Baseline}.
$$

---

$$
\boxed{
\text{Structural Substitution Risk}.
}
$$

---

# 78. Relief 與 Reform 分離

因此：

$$
\boxed{
\text{Immediate Relief}
\neq
\text{Structural Reform}.
}
$$

$$
\text{Relief}.
$$

$$
\text{Reform}.
$$

| harm profile |
| latency |
| sustainability |
| removal harm |
| reversibility |
| 能否 migration？ | portability |
| alternative expansion |
| urgency |

---

AI companionship

$$
Alt_H^{*}
$$

$$
\text{AlternativeScarcity}\uparrow
$$

$$
\text{BenefitPotential}
$$

與：

$$
\text{DependencyRisk}.
$$

---

$$
\text{Downgrade}+\text{Diversify}+\text{Transition}
$$

應降低 discontinuation shock。

---

$$
\text{Human}+\text{AI}
$$

$$
AI
\quad\text{vs.}\quad
\text{NoAI}.
$$

$$
\boxed{
AI,
\text{Human},
\text{Hybrid},
\text{Control}
}
$$

- immediate affect；
- loneliness；
- autonomy；
- social behavior；
- functional performance；
- retention of skills；
- exit difficulty；
- long-term network change。

---

$$
AI=0
$$

$$
\text{Treatment}.
$$

因此：

$$
\boxed{
\text{Removal Condition}
\neq
\text{Neutral Baseline}.
}
$$

$$
\boxed{
\text{Stepped Withdrawal}.
}
$$

$$
AI\rightarrow0.
$$

要：

$$
AI\rightarrow \text{HumanSupport}.
$$

同理：

$$
AI_1\rightarrow AI_2
$$

可以測 provider-specific dependency。

---

$$
\text{HumanImmediate},
\text{HumanDelayed},
\text{AIImmediate}.
$$

$$
\Delta \text{NetworkSize},
$$

$$
\Delta \text{InteractionQuality},
$$

$$
\Delta \text{HumanInitiation},
$$

$$
\Delta \text{OfflineActivity}.
$$

- bridge；
- supplement；
- crowd-out。

---

$$
\boxed{
\Delta \mathbf W_{I}
=
\mathbf W(
H,
A',
Alt',
t+\tau
)
-
\mathbf W(
H,
A,
\text{Alt},
t
).
}
$$

$$
A
$$

與：

$$
\text{Alt}.
$$

$$
Alt'=Alt.
$$

---

$$
\frac{
\partial W
}{
\partial Alt
}
$$

$$
\frac{
\partial W
}{
\partial AI
}
$$

更大。

因此：

$$
\boxed{
\text{Relational Policy}
\text{ must govern the ecosystem, not only the AI}.
}
$$

---

$$
Alt\approx0
$$

$$
\boxed{
\text{Protect}
+
\text{Build Alternatives}
+
\text{Transition}.
}
$$

---

$$
Alt_H^{*}(t+1).
$$

所以：

$$
\boxed{
\text{Counterfactual Set}
\text{ is itself policy-changeable}.
}
$$

---

$$
AI
\quad\text{vs.}\quad
\text{excellent available human support},
$$

$$
AI
\quad\text{vs.}\quad
\varnothing,
$$

$$
\boxed{
\text{AI}
\quad\text{vs.}\quad
\text{Ideal Human Relationship}
}
$$

$$
\boxed{
W(H+A)
-
W(H+Alt_H^{*}).
}
$$

而：

$$
Alt_H^{*}
$$

$$
\boxed{
CAC
=
\text{Counterfactual Alternative Calibration}.
}
$$

$$
\boxed{
\text{Dependency Reduction}
\not\Rightarrow
\text{Welfare Increase}.
}
$$

$$
\boxed{
\text{Remove AI}
\not\Rightarrow
\text{Human Connection Appears}.
}
$$

以及：

$$
\boxed{
\text{Intervention}
\text{ must be evaluated against its own harms}.
}
$$

$$
\boxed{
而是讓人擁有更多真正可行的關係與支持選擇。}
}
$$
