**Political Actor Intelligence as Economic Infrastructure: From Actor Models to Policy Probability, Industry Exposure, and Firm Decision Support**

**AI-Native Longitudinal Actor Intelligence Series — Paper 06**

## 摘要

政治人物模型的經濟價值並不止於選舉預測、新聞評論或公民監督。政府領導者、議員、監管者、央行官員與政黨聯盟的偏好、權限、可信度、執行能力與政策修正模式，會透過稅制、監管、貿易、能源、國防、產業補貼、公共採購、勞動規則、土地使用、金融條件與地緣政治等渠道改變企業的現金流、資本成本、投資時點與供應鏈配置。既有經濟與金融研究已充分顯示：經濟政策不確定性、選舉不確定性、地緣政治風險與企業特定政治風險會影響投資、招聘、股價波動、遊說與跨境組織決策。然而，多數既有指標主要衡量已經出現的政治風險或不確定性，而不是從長時序行動者資料推估「某個政策在特定制度路徑下真正落地的機率」。

本文提出 Political Actor Intelligence as Economic Infrastructure（PAI-EI）框架。其核心鏈條為：

本文並將政治人物智能與既有 Economic Policy Uncertainty、Geopolitical Risk、firm-level political risk、央行文本量化與事件研究連接。近年研究已顯示，企業特定政治風險與投資、招聘及政治活動高度相關；2025–2026 年貿易政策衝擊研究則顯示，政策本身與政策可預測性的改變都會顯著影響全球企業估值與投資誘因。大規模央行文本研究甚至已將 169 家中央銀行、1884–2025 年的 74,882 份文件轉換成可量化的政策方向與風險訊號，並發現其能解釋未來市場利率與波動。這些結果表明，政治與政策文本本身可以成為經濟訊號；PAI-EI 的增量在於把這些訊號放進 actor-specific、institution-aware、execution-adjusted 的長時序模型。

本文最終主張：政治人物資料庫若只提供「人物介紹」會低估其價值。真正高價值的形式是可重播的政治—制度—政策—經濟圖譜，使研究者與企業可以問：

> 如果某行動者取得某種權力，在當前聯盟與制度約束下，哪一類政策的實現機率正在上升？哪些產業與企業最先暴露？我們比正式公告提早多久知道？

這使長時序政治行動者智能從媒體工具轉化為經濟決策基礎設施。

## Abstract

Political actor models have economic value far beyond elections, journalism, or public accountability. Political leaders, legislators, regulators, central bankers, and party coalitions influence taxation, regulation, trade, energy, defense, industrial policy, procurement, labor rules, land use, financial conditions, and geopolitical exposure. Existing research has established that economic policy uncertainty, election uncertainty, geopolitical risk, and firm-specific political risk affect investment, hiring, market volatility, lobbying, and organizational choices. Yet most existing indicators measure realized or contemporaneous political uncertainty rather than estimating the probability that a specific policy will actually be adopted, implemented, and sustained through an identifiable institutional pathway.

This paper introduces Political Actor Intelligence as Economic Infrastructure (PAI-EI). The framework models a transmission chain from actors to policies, institutions, implementation, industries, and firms. It separates policy intent from policy realization and proposes a Policy Realization Probability (PRP), decomposed into intent, adoption, implementation, and persistence probabilities. Each component is conditioned on longitudinal actor behavior, role authority, coalition structure, institutional veto points, executive capacity, historical delivery, and external constraints. The Discourse–Execution Gap introduced in Paper 02 therefore becomes economically consequential: stated policy preferences cannot be treated as realized policy probabilities.

The paper further develops a Political-to-Economic Transmission Graph and firm-level policy exposure measures. It introduces Lead-Time Intelligence Value, emphasizing that political intelligence becomes most valuable when it updates calibrated policy probabilities before official announcements, thereby supporting earlier strategic adjustment. The framework connects longitudinal actor intelligence to established research on economic policy uncertainty, geopolitical risk, firm-level political risk, central-bank communication, and event studies.

The core claim is that the most valuable political database is not a static archive of biographies and statements. It is a replayable political-institutional-economic graph capable of answering how actor-level changes propagate into policy probabilities, institutional outcomes, industry exposures, and firm decisions.
