本文以台灣、日本與美國作為比較案例。台灣既有研究顯示，部分政黨與中央執政菁英中法政背景、海外留學與政黨甄補具有明顯結構重要性；法律教育同時連接律師等專業資格，使法律背景具有相對較高的職涯 optionality，而政治學與公共行政則具有不同的就業與政治社會化結構。日本則呈現更強的歷史路徑依賴：東京大學法學部長期同時連接司法、公共行政、政治與經濟菁英，歷史資料顯示其曾高度集中於高級文官體系；但戰後後期政治人才路徑又從前官僚逐步轉向更多世襲政治與地方後援會資產。美國同樣存在大量法律背景政治人物，但其 J.D. 通常是多元本科教育之後的第二階段專業訓練，而聯邦制、州與地方政治、檢察、商業、軍事、議會助理與其他職業入口，使其政治菁英生成生態更分散。第 119 屆美國國會中約 31% 眾議員與 47% 參議員具有法律學位並曾從事法律工作，但同時約 70% 眾議員與 82% 參議員在進入國會前已有其他層級民選公職經驗，顯示法律並非唯一主導路徑。

## Abstract

Political biographies are often compressed into labels such as “lawyer-politician,” “academic politician,” “former bureaucrat,” or “dynastic politician.” These labels are convenient but analytically dangerous. They may cause researchers to attribute later political behavior directly to a field of study or profession while ignoring selection effects, professional options, school networks, party recruitment, bureaucratic institutions, dynastic inheritance, and cohort-specific political opportunity structures.

This paper introduces the Political Elite Formation Pipeline (PEFP) and Career Path Dependence (CPD) frameworks. Political elites are modeled as products of a sequence of selection, education, professional options, networks, political recruitment, role experience, and elite placement rather than as direct outputs of academic majors. The framework distinguishes educational formation from career formation and treats observed political behavior as a joint function of selection, training, professional options, networks, institutions, role experience, cohort, and individual variation.

Taiwan, Japan, and the United States provide contrasting elite-formation ecologies. Taiwan exhibits strong interactions among law-and-politics educational backgrounds, professional credentials, overseas study, party recruitment, and public-sector pathways. Japan historically linked elite legal education, especially the University of Tokyo Faculty of Law, to the judiciary, higher bureaucracy, politics, and economic leadership, while later periods saw a relative decline of former bureaucrats and growing importance of hereditary political recruitment and transferable local support organizations. The United States also contains many politicians with legal backgrounds, but the J.D. is typically a second-stage professional degree built on diverse undergraduate origins, while federalism and multiple occupational gateways create a more pluralistic entry ecology.

The paper proposes variables including Professional Optionality, Political Entry Cost, Network Transferability, Administrative Exposure, Dynastic Transfer, and Path Concentration. The central argument is that AI-native actor intelligence should model complete educational-career-institutional trajectories rather than treating a label such as `Law=1` as a causal explanation of rhetorical style, executive competence, or responsibility behavior.
