# 摘要

PAIS-05 已指出，即使未來存在能力極強的類全域 AI，持續監控與微操大量具身 Agent 仍須支付 observation、identity resolution、state estimation、reasoning、decision、coordination 與 verification 成本。因此，一個可擴張的 Global AI 很可能採用 selective monitoring、local autonomy、regional coordination、event-driven escalation 與 multi-resolution world model。

本文研究下一個遞歸問題：**當 Global AI 為了降低自身監控與決策成本，而把計算、觀察、任務、狀態估計或局部 authority 分配給多個 regional / local controllers 時，它是否真正消除了 multi-agent problem，還是只是把 multi-agent problem 搬到自己的內部？**

本文提出 **Centralization Recursion Paradox／中央化遞歸悖論**。假設原始 Global AI 為：
