## 摘要

全球人工智慧競爭通常被表述為「美國 AI 對中國 AI」：誰擁有更強模型、更多算力、更先進晶片、更大資料中心、更高私人投資與更多頂尖人才。然而，當高能力模型逐漸收斂、Agentic AI、AI infrastructure、主權 AI、國家標準、全棧輸出與跨境 AI 治理同時成熟時，這種模型中心競爭框架變得不充分。2026 Stanford AI Index 指出，美中頂尖模型性能差距已有效縮小至單位數百分點；美國仍在 notable models、私人投資與資料中心容量等面向保持顯著優勢，中國則在 AI 論文、引用、專利、工業機器人部署等面向具有強勢地位。這意味未來勝負更不可能只由「誰有最聰明模型」決定。
