# WDC Runtime Phase 3–5 Implementation Report

## Implemented

### Phase 3 — Role / Authority Isolation

- persisted `AuthorityProfile`, `RoleCard`, and explicit role-to-role channels;
- local roles can observe their own declared world scope only by default;
- sibling post-fork observation requires an explicit observation channel;
- fork authority changes are denied unless a registered child profile is a subset of the parent profile;
- child authority escalation is rejected.

### Phase 4 — Bounded World Governor

- mutable lifecycle is stored separately from immutable `WorldSpec`;
- global numeric resource budget with conservation checks;
- allocation, release, pause, resume, kill, promotion;
- kill releases active allocation and preserves a tombstone reason;
- every Governor operation persists a `GovernorDecision`;
- promotion state contains no truth or moral-worth field.

### Phase 5 — Cross-World Evidence Kernel

- claim registry with typed claim classes;
- provenance-bearing evidence packets;
- `SUPPORT`, `COUNTER`, `INCONCLUSIVE`, and `INVALID` kept distinct;
- world families for lineage/backend/model/data/assumption/evaluator dependence;
- transparent metadata-family dependence vectors;
- aggregate reports world/run/family counts while preserving packet IDs;
- effective independent evidence count remains `UNRESOLVED` in v0.1;
- family ablation leaves original evidence packets intact;
- strong counterexamples are assessed with a versioned reference policy and can request `REPLICATE` + `CROSS_BACKEND` from the Governor.

## Integration Demo

`examples/governed_evidence_grid.py` demonstrates:

## Remaining MVP Work

Phase 6 onward remains intentionally unimplemented here:

- general computation portfolio / epistemic deficit router;
- Reality Commit Gate and external action proxy;
- TCD state manager / history firewall integration;
- provenance-aware learning loop / rollback;
- distributed Ray/Kubernetes adapters;
- hardened gVisor/Firecracker sandbox adapters.
