Foundation Track is CLOSED at Core Paper 07 v0.1.

Do not create Core Paper 08 by default.

For a foundational defect:
1. identify the defect;
2. cite affected claims;
3. create a migration/reopen record;
4. reopen only the affected dependency cone;
5. issue a new synthesis version.
