# SOURCE_POLICY

`paper.md` is the canonical UTF-8 source artifact.

1. Mathematical source uses only `$...$` and `$$...$$`.
2. No Unicode-escape round trip is used.
3. LaTeX commands are preserved as source text.
4. Validation precedes checksum generation and release packaging.
5. Current 2025–2026 literature and official materials on global AI governance, human rights, pluralistic alignment, multi-stakeholder governance, human–AI collaboration, and procedural accountability were freshly searched before drafting.
6. Official current governance sources include the UN Global Dialogue on AI Governance, Council of Europe AI Framework Convention, UNESCO Recommendation on the Ethics of AI, and the EU AI Act.
7. Current AI subjecthood is not asserted.
8. Natural-human rights floor is preserved while non-human subject qualification remains an open procedural frontier.
9. Pluralistic governance is not treated as moral relativism or as a complete substitute for safety, rights, law, or enforcement.
10. `paper.md` is the canonical manuscript; rendered chat text is not.
