本文借用 polycentric governance 的外部基線，但不把 HEETF 等同既有 polycentric theory。Ostrom 及後續 polycentric-governance literature 顯示，多個相對自主的 decision centers 可以在多層規則與共同問題下互相調整，而不需要唯一單中心治理。本文把這一結構延伸為 heterogeneous-life-world governance：

- translation dictionary。

這些物件不必讓所有主體「理解得完全一樣」，只需在共同 coordination task 上保留足夠穩定的公共功能。
