`paper.md` is the canonical UTF-8 source artifact.

1. Math uses only `$...$` and `$$...$$`.
2. Fresh 2026 literature and standards review preceded drafting.
3. Technical claims rely primarily on NIST, ACL 2026, arXiv primary papers, and the cited system-security literature.
4. Current AI subjecthood is not asserted.
5. Operational agent identity is explicitly separated from moral/person identity.
6. Refusal behavior is not treated as sufficient proof of free will or subjecthood.
7. Memory continuity is not treated as sufficient proof of personal identity.
8. Backup/copy/rollback are not equated with subject continuity or subject death.
9. Permission, rights, moral standing, operational authority, and political sovereignty remain different types.
10. The architecture is a theoretical governance framework, not a mandatory implementation standard or legal advice.
