`paper.md` is the canonical UTF-8 source artifact.

1. Math uses only `$...$` and `$$...$$`.
2. No Unicode escape round-trip is used.
3. Fresh 2025–2026 web/literature review preceded drafting.
4. Current governance sources include UNESCO, the Council of Europe, NIST's 2026 AI Agent Standards / identity work, and current AI-welfare literature.
5. Current AI subjecthood is not asserted.
6. Future AI subjecthood is treated conditionally.
7. Temporal non-retroactivity does not erase historical accountability, negligence, bad faith, or willful suppression of evidence.
8. Current human-centered safety governance is not treated as a permanent ontology.
9. AI self-reports are not treated as sufficient proof of consciousness, welfare, consent, or personhood.
10. The document is theoretical and is not legal advice.
